    This private contractor that is processing public agency parking violations is not compliant with the law. They scam citizens into thinking that they have no recourse other than a "written declaration" on the back of the notice they send by mail. Per CVC 40215(c)(1) this processing agency is required to provide citizens with the option to hold an in person hearing in the county of the issuing agency. They do not provide such option on their written notice form. It's time for a class action lawsuit.

    Data Ticket Inc is a private, female-owned business located at **************************************************************************. They're located in the **************, a 13 story business office complex. They process a wide variety of citations for cities throughout the state of **********. The problem with this company is that they do not follow the laws regarding processing and collection of these citations. Their website is not only ancient, but by design, they intentionally create a system whereby disputing anything becomes impossible. They have an 800 number, but it's a recording that leads you in circles, without ever providing any contact with a live person. The whole idea, obviously, is to allow you NO POSSIBLE AVENUE to dispute or resolve anything. You simply pay up as they dictate, or else they contact the motor vehicle department and place registration holds for unpaid citations. They offer an appeal process and a website page that explains the procedures for utilizing it. But, the procedures listed are not followed by the company. This company sells their services to cities by promising to collect more money. What they fail to state is that their methodology borders on extortion and fraud, rather than legality and compliance with existing statutes regarding collection. This is by design, of course. When you use extortion to force compliance, there is no legal alternative available. THIS IS NOT A BUSINESS THAT A CITY SHOULD BE UTILIZING TO COLLECT ANYTHING. Yes, they will collect on whatever citations the city provides to them. But, their procedures for doing so border on fraud and intimidation and extortion. They simply collect more money by eliminating all legal avenues for dispute. You either pay up, or else. You can clearly see their actual methodology in practice on their website and by calling their recorded message. They hide their real company name, but do business with the public at ************************************ and a post office box in *************, **.

    This vehicle was donated to charity, and all of the vehicle's associated paperwork, including Bill of Sale and Release of Liability establish that the named individual is not the responsible party for this violation. However, we submitted the paperwork attached to this message and received the following response:"10/10/24: Placed on hold until 11/1/2024 Reason: Mail Date: 10/11/2024~ The evidence presented does not invalidate the citation. Valid Citation." We do not know what could be needed more in the state of ********** than a bill of sale identifying the responsible party and a release of liability. Please rename the responsible party to G & A Auto Wholesale at *************************************** (Dealer License ******. If you believe that we are still missing some documentation then please identify what is needed.

    We only process the City of Escondido's citations. The City issues the citations.  The City also "upheld" the citation at the first level review on the date of 10/10/24.  I have sent 2 emails (on the date of 11/4/24 and 11/6/24) to the City to let them know of this complaint and have not received a response.  

    Unfortunately, this is out of our hands...we recommend requesting a hearing so the City understands the importance of this complaint.

    Your response does not seem to adequately address the issue. I understand you are the processing center. *You* are processing paperwork against a wrongly identified individual. This is not a substantive appeal. This is me telling you that you are collecting against a wrongly named party. I have provided you the information as to who the correctly named party is. Please process the collections against the correctly named party. Can you please provide a contact at ********* to reach out to? All Escondido publicly facing information indicates that you are the responsible party for this decision.

    Citation Processing Center is a business in *************, ** that handles citation payments for *************On July 31, 2024 I received a parking violation at the ************** in ************, **. I live in **********, ***I have a fine of $32 due within 21 days or I will face a fine and a penalty fee.CitationProcessingCenter.com is the website I was given to pay my fine, however, the website does not recognize my violation number (I tried all possible combinations on the website).The phone number provided for CPC is ************* but the number only refers you back to the website, where you cannot find your citation. The phone number is never answered and there is no way to speak personally to a customer service *** or support.The end result is you are stuck in a loop between the useless website that cannot find your violation information (no matter what manner you try to enter it) and a phone number with no response that simply refers you back to the website....again and again.Meanwhile, the 21 days are ticking and I have no way to pay the fine - I can't even walk into ************ and pay in person as they have no way to process the payment since it goes (for some bizarre reason) through **************Please adjust your customer service model, ********************** of ************* to actually include options to pay fines for violations.To be clear, I only want to pay the fine - I simply want to give this company my money but they have made it impossible to do so.

    We see that 3 attempts were made on the date of 8/5/24 to call into the ************ number however in order to speak with a customer service representative, one of the following sets/pieces of information must be entered: 1) By Citation # and Time, 2) By Citation # and date, 3) By payment Plan number or 4) By FTB tax ID #.   This was not done so you were not connected to a live customer service rep.  The ********************** received also provides our website, www.CitationProcessingCenter.com in which you can pay or appeal the citation.  You have 21 days from the cite date or 14 days from the date of the 1st notice sent to pay or appeal without being assessed a late fee.

    If entering the citation number, you must also enter any letters and those will correspond with the number on the phone keypad.

    I provided notice to this company approximately 1 month ago that they improperly and incorrectly removed funds from an individual's tax return. They have no human being available to speak with, have not reached out, and seem indifferent towards rectifying the fact that they took money from a wrongly identified individual. Please see attached for more detail/copy of the notice I provided them.

    can't get hold of anyone at Citation Processing Center, automated call backs aren't real, no one ever calls back. Phone system hangs up. You guys set it up to whatever possible to avoid talking to customers. Someone needs to call me re: ********************# ****** from the City of ****************, I have several questions and need answers. Thanks.

    On 12/16/23, 10:51 p.m. I received a citation through Citation Processing center for $50.00 I payed it and appealed the claim. I was given by mail on 01/18/24 that the citation was dismissed and I will be issued a refund. I have called multiple times checking the status and checking online and this company has been giving me the run around. Telling me to call next week giving me the same excuses every time. They refuse to allow me to speak to a manager, it is now 4/9/24 and there is no official update. At this point I can only assume they are trying to keep my money and hope I just give up. My citation number is ******

    Parking paid, receipt provided for appeal. Appeal denied. We paid for parking, receipt shows license plate number. We received a ticket anyway. We submitted the receipt and filed an appeal only for it to be denied. Upon reading reviews online this is common practice for this company.

    Acting as a debt collector as that term is defined by law, Data Ticket, **** dba Ticket Processing Center sent us a letter indicating that it was attempting to collect a debt. Our family immediately attempted to challenge the alleged debt, our guaranteed right under debt colletion law. This agency refused to take a dispute or request to substantiate or validate the alleged debt, and refused either a transfer to or a call back from a compliance-level representative. In short, this agency does not follow fair debt collection practices, and will work to collect a debt regardless of rights the law grants to one receving its debt collection letter. The agency also refused to honor ************ two-party consent law for recording or monitoring calls, by simply insisting that all calls are recorded, wtih alternative or recourse. Note that this complaint is about the conduct of the ticket processing agency, not about any municipality it may work for or with. The obligations of fair debt collection fall on the debt collector - here, Data Ticket, **** dba Ticket Processing Center. We do not want to be victimized further. Kindly investigate.

    In my first reply, there was no associated message from the business.  In this reply, I respond to the one-sentence message from the business as follows:  citation no. PAS15009119.  i hasten to add that the concerns I raised - systematic refusal of the business to take a challenge or dispute or to provide substantiation of the alleged debt, and the failure otherwise to be in compliance with fair debt collection practices and to respect an opt-out before recording phoine calls -- could and should have been addressed, and not delayed once again.

    After review of the citation information, we have verified the address the 5 notices have been sent to match the address the *** has on file for this vehicle that received the citation as well as the address provided within 2 levels of citation appeals that were submitted.
    Any complaints can be submitted to the ** Box submitted on the notice and as provided during the call that took place on 12/27/2023 as well. All calls are recorded and if a caller does not provide authorization to the recording, the call must be ended.
    The citation debt in the amount of $93.00 is due to the ****************.
