Jacksonville business owner under investigation got free land from the city after it implemented new vetting process
It has been reported that the failure of Jacksonville's Surplus Property Donation Program raises numerous problems. Looking through the list of grantees for 2020 and 2023, one name stood out: "J White Community Development Corporation." According to state records, the not-for-profit is registered to Janay White, a Jacksonville entrepreneur who was the subject of an I-TEAM investigation in November and is currently being investigated by the State Attorney's Office. She was charged with real estate and investment fraud after collecting hundreds of thousands of dollars from investors who received small returns. Her title vice president is stated as Henry Manns, who was convicted of cocaine trafficking in 1988. Manns was regarded as "Jacksonville's first crack cocaine kingpin," according to the Florida Times-Union. A new process to vet applicants of the city of Jacksonville Surplus Donation program was rolled out late last year after a report from the Inspector General discovered a concerning lack of oversight. It appears that White applied for the land gift program and was vetted through the revised process in 2023. White acquired two separate parcels of land valued at approximately $14,000. News4JAX contacted the city of Jacksonville to inquire about how "J White Community Development Corp" was accepted as a grantee in 2023, as well as whether persons receiving land donations are subject to any form of background check. According to a city spokesperson, J White Community Development met all of the applicant conditions when it was approved. Her application was submitted in August of last year, before the fraud charges were made public and Manns got involved with the organization.

In January 2024 BBB investigated Janay White's business practices. This investigation was prompted by News Reports and consumer inquires.
Janay White is the CEO of eight different companies in Jacksonville including the J White Business Center which offers credit repair services and credit education courses to customers. Specifically, consumers state once they enroll in the credit repair program and pay the fees, no results are received. Janay White also provides a real estate mentorship program and an Airbnb investing scheme, both of which have resulted in dozens of people losing money. In November of 2023 a consumer reported to the BBB "I signed a written contract with Janay White of Luigi's Concrete and More, LLC. I agreed to pay a one-time administrative and setup charge of $13,000 for the property investment. The cost covered a variety of services, including property acquisition, Airbnb listing setup, account setting, utilities setup, software installation, and cleaning services. The contract required a monthly investment of $1,684 for base rent, utilities, cleaning costs, and background checks. I was supposed to get monthly principal payments and earnings. In August 2023, I expressed worry regarding rental and expense calculation issues. On November 1, 2023, Luigi's Concrete and More, LLC sent a termination notice. Despite acknowledging the flaws, J White neglected to repair them, charged the erroneous rent amount, and canceled the agreement." Other consumers also reported they invested money in what was advertised as a short-term investment opportunity. Contracts show that they paid White a $7,000 administrative and setup charge for a turnkey Airbnb property. Monthly rent and other expenses would be subtracted from their profits. They were guaranteed $1,000 or more in monthly income for each Airbnb investment. Customers, on the other hand, claim that the properties did not exist because they were never available for rent. When consumers received the monthly profit and loss statements for their short-term investment homes, they instantly noticed red flags since the numbers did not line up.
