I had requested the company to certify mail a packet of the debt so I can dispute it. I shared with the agency that I never received no mail as per I live in apartments and at times my mail gets lost. I informed them that I never received ****** towing notice of a car that I had previously sold (I have the DMV release of liability form for my records). The agency keeps emotionally distressing me and harassing me without any legitimate proof. The workers just say " I don't have to provide nothing, no certify items/ mail can be mailed out". I had previously requested A full itemization of the debt, including principal, interest, fees, and other charges ,The full name and address of the debtor at the time the debt was incurred and the last four digits of the debtor’s Social Security number. The full name and address of the original creditor. A copy of the original contract. Other documents to support the debt. I'm also requesting a log of when the car got towed and proves that *** *** tried contacting me. I have recorded calls of the employees screaming at me.

05/2023: I SOLD A CAR. The original Notice of Transfer Release of Liability was mailed on May 6, 2023 to DMV. In addition, I filed it online to DMV. I have a copy of Bill of Sale. I received a letter on 09/2024 from Lien Enforcement Inc. stating I owe $2,850.55. If I write to them by 10/7/24, to dispute, submit all supporting documents. Upon receiving the bill from Lien Enforcement, I went to DMV in Westminster, CA & showed the necessary documents. DMV told me to reply via mail to you with the proof documents. The DMV told me that it is not my responsibility that the new buyer did not register the car to their name. On 9/11/24, I mailed & submitted a copy of the Bill of Sale and Note of Transfer/Release of liability to Lien Enforcement. On 10/4/24, another notice came from Lien Enforcement. It is a breakdown of charges for 6/14/24 from Lien Enforcement Collection Department attempting to collect $2,865.30. On 10/7/24, I called Lien Enforcement and spoke with ******. I explained to him that I submitted the necessary documents on account number **********. He stated I was the registered owner. I explained to him that I sold the car on May 2023 and attached a copy of the Bill of Sale with the Note of Transfer and Release of liability. He reminded me that I was on a recorded line which I was fine with and also instructed me to write what was discussed in an email and which I emailed him my statement and attached the necessary supporting documents. He verified my date of birth and my place of employment. Awaiting to hear back from Lien Enforcement. I DO NOT OWE YOU THE AMOUNT AS I SOLD THE CAR LAST YEAR ON 2023! I DID MY DUE DILIGENT AND MAILED THE REQUIRED DOCUMENTS TO DMV AND REPLIED BACK TO YOU. IT IS NOT MY RESPONSIBILITY NOR FAULT IF THE NEW BUYER DOES NOT REGISTER THE CAR TO THEIR NAME. The DMV also told me that it is not my responsibility that the new buyer did not register the car to their name.

Received a collection note from lien enforcement Inc, May of 2024 telling me I owed them $1828.17, saying this was my 2nd notice about this but I never received anything at all before this, co I called the number on the notice to find out what this was about they said that there was a vehicle, a 2005 ford mustang that was taken away and that I was the registered owner of the vehicle at that time and I had to pay for the fees. I told them I didn’t know anything about this vehicle, that I have never owned this vehicle, and the 1st person I spoke to about this(****) I asked what they needed to get this out of my name bc I felt I was being scammed and he said I just needed a registration history report of this vehicle showing I had never been registered owner of the vehicle and it could be removed,so I went through the trouble of getting this document which I sent immediately after receiving took maybe about 1 month, for them to just come back and say that the certified DMV document that did not show my name on there at all was not accepted bc it did not match the paperwork the tow yard Keystone towing had provided them, so I point out the fact that, that was the sole purpose of that document was to proof that what they had was wrong, and they still won’t do their own research and they will not tell me what I need to provide them to show them I’ve never been the registered owner of this vehicle

       Complaint: ********

I am rejecting this response because:

      Dear LEI Team,

Thank you for your recent communication and for clearing my name of the debt related to the 2005 Ford Mustang. However, I want to reiterate that Keystone Towing never contacted me regarding this matter. The only notice I received was a second attempt letter from LEI. Upon receiving this, I promptly contacted LEI and provided all requested documentation to resolve the issue. Despite my efforts, I was initially informed that the documentation was insufficient, and I would still be responsible for the debt.

Now that you have confirmed the account is closed and returned to your client, I would appreciate receiving written confirmation that this debt will not be pursued further. Please provide me with proof of this for my records so we can close this matter.

Thank you for your attention to this matter.

      Regards,

      **** ******

But besides this observation I hope this company stop hounding me with a debt that is NOT MIME and calling me with the threats  that they will contact my employer and stalking my assets or my paycheck.

Lien Enforcement, Inc. took possession of an automobile previously owned by me about April 2, 2023 that I partially sold and did a release of liability on a factious name that the buyer provided on November 27, 2022. Buyer claimed to be ***** ********* but in fact was driving on a suspended license. Driver promised to return with remainder of purchase price but instead drove 9 months racking up tickets, incidence, incursions and toll fines. Lein Enforcement contacted me after keeping my old vehicle in storage 21 days. There was no phone call, or prompt attempt to inform me that the auto turned up and that the new owner was arrested. I have a time stamp from the DMV showing that it was not my auto at the time of towing.

I had recieved a letter for unpaid fines on a car I had sold over 3 years ago that they were trying to collect. The lady told me I’m on a recorded line. She, A. ********, told me I had a debt I needed to settle before she ruins my credit. I told her that I had mailed in the release of liability to her. The dmv is aware that the car no longer belongs to me. ******** proceeds to tell me I’m liable for the fines because the buyer didn’t register the car. She also tells me that the car was impounded because of unpaid parking tickets. She also tells me that the new owner never registered it because he couldn’t smog it. She states that if the seller doesn’t smog the vehicle, that it’s the buyers responsibility to smog the car so that it can complete the transfer. And that the seller is liable for the costs in a small claims court situation. None of that happened. So she proceeds to tell me that the car was sold at an auction and that I just have to pay the remaining balance of $400+ interest. I told I’m not paying for that. It’s not my car and the fines don’t belong to me. She pretends to speak to her manager, comes back to offer me two options her “manager” offered. Pay or Pay. I asked her if that car was still my responsibility, how was it sold at an auction without my consent and who’s responsible for that smog check? She hangs up on me. I call back, she greets me with “mark, are you ready to pay?” I told her that she’s not answering any of my questions and I’d like to speak to her manager. She replies there’s nothing left to say. She states the car is at an impound and the overnight charges will accumalate until the debt is settled. But I thought the car was sold?! She hangs up on me again. This place is extremely unprofessional and I’m convinced this is a scam.

I received a collection letter on 1/26 from Lien Enforcement Inc. (LE Inc) stating I owe 4107.57/creditor: ***** ********** Transport/REF#**********. I contacted ***** ********** to make sure this wasn’t a scam. I spoke to **** and she stated this is a legit company they use and would need to contact them directly. I called LE Inc on 1/26 spoke to ***** ********* and provided him with the REF#. He stated I owed the 4107.57 and how I would like to pay. I asked what this debt is for and he provided me with a VIN#*****************/license# ******* for a 1998 Dodge Ram. He stated I was the registered owner and that the truck was impounded July 2022 from **** ******** ** *** ****. I tried explaining this was sent in error and how this can be rectified as the letter sent didn’t have the correct last name. He responded it can be cleared by paying the debt. Anything I asked I only seem to get a response of “how would you like to pay?” I finally stated I would not pay since I never owned this truck. His response was to verify my name in which I stated it did not match. He verified my birthday and wanted to verify my SS# in which I didn’t but he provided the last 4 digits. He then confirmed my address in which the letter was sent and stated there would be a lien on my home if not paid and proceeded to hanging up on me. I took this as a threat. There was no itemization or information about the car in question or how I can dispute this on the letter received. The only option given was to pay. I called Dicks Auto and gave **** the VIN# provided. In her records it states the car is registered to ***** ******* and a female. I called LE Inc and provided the rep ******* ******** with this new information. He stated that I was the registered owner and supposedly purchased this truck on 2019 for $200. He stated I can request this information if I provide my email. I did but no information was sent. I asked to speak to a supervisor several times and he said he was on lunch and that his supervisor will look into this matter and call me the next day. I was worried about the lien on the house so I decided to go to DMV. DMV stated that the VIN# does not show I am a registered owner. She could not give more information and provided me with a form to fill out if I wanted to obtain records. 1/27 **** called and stated she spoke to *****, Accounts Manager from LE Inc and stated it was a mistake. I asked if I can have this in writing but she said I would need to contact LE Inc. I called LE Inc and asked to speak to *****, and ***** ********* would not transfer me unless I let him know the issue or REF#. I didn’t provide this information and he hung up on me. I called again and spoke to ******* ******** stating I never received the call from his supervisor. I reiterated to him what **** stated earlier and provided him with the REF#. He proceeded to state this case is closed. I asked if I can have it in writing or speak to a supervisor or *****. He proceeded to just keep stating it was closed. I have now filed a police report and will file with BBB, FDCPA, and CFPB. These companies cannot scare or threaten you to pay something that never happened.

      Business Response

      Date: 02/07/2023

This serves to respond to your above-referenced Complaint against Lien Enforcement, Inc. (“LEI”) which was submitted to the Better Business Bureau on January 27, 2023.  At issue in your Complaint is a deficiency balance owed to Dick’s Automotive Transport for towing and storage fees on a 1998 Dodge ram, Lic. Plate No. *******, VIN ending in ***** (the “Vehicle”).

On January 26, 2023 you contacted LEI from phone number ************ and spoke with our representative ***** ********. During this conversation, you stated the vehicle was not yours, and belonged to your brother. You did not provide your brother's name or contact information. ***** ******** then provided you with the vehicle identification number for the vehicle and you stated that your brother sold the vehicle several years ago.

Approximately 2 hours later, you contacted LEI and spoke with a different representative, ******* ********. During this conversation, you stated that you spoke with our client, Dick's Automotive Transport and told them that you "never owned the vehicle and have no idea who owned the vehicle". ******* then informed you that he would forward this information to management for review.

Later  that  same  day,  LEI  contacted  Dick's  Automotive  Transport  to  discuss  the  account  details  and  the conversations LEI had with you, and after thoroughly investigating this matter, LEI decided to cancel the account back to the original creditor.

On January 27, 2023, you contacted LEI and spoke with our representative ***** ******** but refused to provide any information to verify who you were. That call was then terminated.

Shortly  after  that  call,  you  contacted  LEI  again  and  spoke  with  our  representative,  *******  ********, providing him with information to verify who he was speaking with. You were then informed that the account had been closed back to the original creditor. You asked to speak with the supervisor and were transferred to ***** ********. ***** ******** is the supervisor. You then asked to speak with someone else but you were informed there was no one else that you could speak with. You did not want to speak with ***** so that call was terminated.

A few minutes later, you again contacted LEI from phone number ************, and spoke with a different representative, ****** ******. You asked to speak with the supervisor and were transferred to ***** ********. You then terminated the phone call.

Additionally, all calls are recorded, and after review of all conversations, at no time did any representative state that a lien would be placed against your property.

As stated earlier, after thoroughly investigating this matter, LEI canceled the account back to the original creditor on January 26, 2023.

Under the circumstances, Lien Enforcement, Inc. has done nothing improper.

BBB Business Profiles generally cover a three-year reporting period. BBB Business Profiles are subject to change at any time. If you choose to do business with this business, please let the business know that you contacted BBB for a BBB Business Profile.

As a matter of policy, BBB does not endorse any product, service or business. Businesses are under no obligation to seek BBB accreditation, and some businesses are not accredited because they have not sought BBB accreditation. BBB charges a fee for BBB Accreditation.
