      Thank you for taking the time to share your concerns with us. We have reviewed your file and confirmed that a good-faith estimate was provided to both you and your insurance company on February 21, 2024. This estimate outlined the anticipated materials and scope of work required to complete your project.
      The contract with Florida Roof Specialists (FRS) and *** **** states, “It is agreed upon the amount of the contract shall be based on the amount equal to full replacement cost value on the insurance scope loss including deductible and all upgrades, supplements, extra charges and/or settlements unless otherwise noted.” As a State of Florida Licensed Contractor, FRS is under certain obligations to the Federal, State, County/local governments and municipalities laws and/or codes along with Florida’s Manufacturer Product Approval requirements and Manufacturer’s Installation Instructions. Insurance companies/adjusters often do not include required Florida Building Code items that are required but, nonetheless, must be performed or installed for inspection purposes. *** ****’s roof project (per the approved insurance scope) missed many required items which were included in a final “as-built” Xactimate estimate/supplemental invoice to the insurance company. The insurance company, by way of the homeowner, was invoiced for a supplemental payment of those items not provided for in the approved insurance scope. As of now, the insurance company has not issued payment for the Ordinance and Law listed in their approved scope—an amount totaling $2,851.72—nor have they provided payment for any of the supplemental items. Additionally, the $1,000.00 deductible remains unpaid.
      In accordance with FL Law, a lien was placed on the property until the deductible has been paid and supplement payment resolved with the insurance company (which has taken up to a year in some cases).

      Roofer sales *** quoted 22K for new roof which was higher than quotes I received after they submitted directly to insurance. Once check came in it was payable to both roofer and myself. Work completed and invoiced for over 40K. All quotes with same material are 18K. All liens filed in public records with other homeowners were in the personal name of business therefore I did not pick up when researching. Should have checked BBB and failed to. They have now filed a law suit against me and my home attempting to collect for an abusive charge. They never submitted request to insurance for any increase to cost or myself that was home during install. I am looking for anyone that needs assistance. Please call ************. It's time to put this company to bed and pay what is owed. It is fraud against homeowner, abuse against elder and insurance fraud. Pick one. But it is bad business and they should not be allowed to continue and profit in an unethical manor.

      On 18 August 2023 **** ******* stopped by our home **** * **** ******* unannonced. He said he was in the neighborhood doing an estimant on homes for damage and said it appeared we had wind damage. After using a drone to look at or house, he showed us some damage that was on the roof. **** said our insurance company would cover it "WE" would only have to pay our deductable of $1,000 and extra for any color upgrade. My wife left to go show a house. So **** had me call Citizens and make a claim. That is when Citizens agree that our deductable was going to be $1,000 and cost $16,080. So I signed the contract. After leaving the house I ran into my nieghbor **** *********** and **** explained the same thing to ****, only $1,000 deductable, **** allowed him to use the drone on his house too. **** decided to hold off on the agreement. The next day **** looked in too FL Roof Spec. and informed me that their reviews were terrible and had liens on several houses in our area due to customers recieving an extra bill after the work was completed that was above and beyond the agreed to amount by an average of approx. $10,000. After reading the articles I contacted FL Roof Spec. and ask to get out of the contract. FL Roof Spec. siad I would have to pay approx. $4,000 to get out of the deal. We couildn't afford to do that so we let them do the job. To protect my family when I sent the 1st check in with their "NOTICE OF COMMENCEMENT" I added an addendum. It pretty much said that we were only responsible for the deductable, no lien put on the house and Citizens would pay the agreed to amount if the 1st check was cashed. FRS cashed the check per agreement. On 06 Feb 2024 we received a new bill for a GRAND total of $27,067 which had added $9,950.63 to the bill. I sent them thier last Citizens check for $6144.11 and our check for $1425. This paid what we agreed to in full. I attached another Adderndum stating we were paid in full for the price we agreed on. Now a Lien from a Lawyer!

      I appreciate you taking the time to raise your concerns. I'd like to address each of them to ensure clarity moving forward.

      Pricing and Deductibles: We do not provide an upfront, fixed price for the roofing project prior to signing the contract. As is common in the industry, the pricing will depend on various factors, including your deductible and any unforeseen costs, such as additional wood or upgrades. While the insurance company may cover certain costs initially, it is not uncommon for them to overlook some elements. After the completion of your roof, we will submit an updated Xactimate (the same program the insurance company uses) to request supplements, reflecting the actual materials and work performed. This will provide transparency and ensure that the insurance company is fully aware of the costs.

      Cancellation Policy: Regarding your concern about cancellation, the terms of cancellation are clearly outlined in the contract you signed. Specifically, the contract states:
      You may cancel the agreement within three business days from the date of signing by sending a certified letter to Minorcan Construction Group, dba Florida Roof Specialists, at 8535 Baymeadows Rd. Ste 21, Jacksonville, FL 32256.
      If the contract is canceled after the third business day, but before the insurance provider has made a final decision, the cancellation fee will be $3,000 to offset our expenses and loss of business.
      After the third business day, if the contract is canceled, you would be responsible for 30% of the project value, based on the insurance scope of work or settlement. This also includes any applicable deductible or non-recoverable depreciation to help offset the costs and efforts already invested in the project, insurance claim, and scope of work.


      Additionally, any work completed prior to cancellation, such as emergency services (e.g., tarps), would be billed separately, based on the rates paid by the insurance company.


      Addendums and Payments: It is important to note that we do not honor any "addendums" attached to your payments. Any adjustments or modifications that do not align with the agreed-upon terms in the contract will not be accepted, and we expect the full, outstanding balance to be settled accordingly.

       

      Unfortunately the balance of the invoice was not paid and further collections process needed to be taken.

      I ****** ***** ** hired Florida Roof Specialist to do a roof replacement at my residence on October 2023. USAA send me a check for $15,757.58 for commencement, which the Florida Roof Specialist sales representative stated I need to give them the check I had received, which I did and was picked up and deposited by Florida Roof Specialist on November 2023. After contacting ***** ****r for the removal and replacement of the solar panels. I called USAA for additional money for the removal of the solar panels, which I was informed by USAA that $7,299.32 was allocated for the removal and replacement. I informed FRS if they can please return the $7,299.32 so that we could start the roof replacement project. They stated that they were not going to return any money back that they would do the removal and replacement. I informed them that would void my 25 year workmanship warranty if they can match it and give the same warranty I was told no. After many phone calls an emails and informing them that I was not going to start until I received the $7,299.32 and I was going to call BBB and take legal actions on April 2024 they send me a check. As per USAA Florida Roof Specialist was not sending them an updated itemized invoice/bill and they were not communicating with USAA on a timely manner. On August 28,2024 I received an email from ***** *******, Senior Customer Experience Manager for Florida Roof Specialist stating that they understood that USAA was having a problem with total pricing of the completed roof replacement and that they would love to get the roof built for me and that they were currently holding to $8,458.24. On September 9, 2024 (8 business days) FRS send me a letter of cancellation with a 30% Cancellation Fee of $5,862.78. This cancellation was initiated FRS with no services rendered. I did not initiated this cancellation of contract not verbally or written. I would appreciate if they would return my $5,862.78.

      We received your complaint and wanted to remind you that Florida Roof Specialists has been working diligently since day one to get your roof replaced and made every attempt for months to have this taken care of. Unfortunately, at the end of it all you made the decision to cancel the roof build and believe we are charging for no services rendered. Please be reminded that once the contract was signed by you, our administrative staff followed up with your insurance company 2 times a month. The intent behind this was to move on to the next step of your roof build as quickly as possible. We received your approval in late November and all the paperwork was done. At this point all we needed were the solar panels removed and you gave us a check from the Insurance Company for $15,757.56 and we refunded you the solar money portion $7,299.32 for that to be taken care of which never happened. From January until July we worked diligently to get your roof done. We tried to accommodate every need or respond to every concern. We had our administrative team, our production team, finance department and your account manager all trying to reach out to you, make arrangements for the removal of your panels, schedule, reschedule or cancel your build several times and we had to pay to have the materials previously dropped at your property for the original build in January be picked up. I would not say there were no services rendered. We would still love to do your roof and apply the amount we charged you for the cancellation to getting your roof done.       I hired Florida Roof Specialists to put a roof, gutters/downspouts on my home. Their salesman *******, sat at my table and told me they were a Veterans run roofing company and the job would be covered by my insurance company. I would only pay the deductible. He went up on my roof and had the whole roof chalked out by the time the adjuster came to look at the roof. It was later learned by a family member who worked for them a short time, that ******* actually damaged my roof in order for it to pass as damaged from the storm. They will be subpoenaed once FRS files the next set of paperwork to collect the lien they placed on my home. I was told I would be responsible for my deductible which turned out to be a lie. I now have an almost ****** bill for a 1518 sq ft home. I got 4 other estimates done before this took place all ranging from ****** to ******. My insurance company paid them ******. FRS did no extra work. There was no extra damage then what was quoted. They have double billed me. They have charged me for things along the way that they never did. Examples include solar panels being taken off and put back on my roof. I have the completed pictures on the documentation they provide to the county showing the roof was complete. There are no solar panels, but yet I was charged. I have pictures, videos, and factual information from my family member. They refuse to return calls and send the same invoices time after time. I finally heard from them after 6 months because its getting close to the time for the contractors lein to expire. I no longer play their game and stopped several months ago. I have everything I need and appropriate representation. We will see them in mediation.

      I would like to address your recent complaint and provide some clarifications. First and foremost, we stand by the integrity and professionalism of *******. He would never intentionally damage anyone's property.
      Regarding the issue with the invoice, there was indeed a mistake. The invoice incorrectly stated "solar panels" instead of the actual "solar pool heater" that was on your roof. We promptly corrected this error and apologized for the oversight. Per your instructions, the solar pool heater was not reinstalled, and this change was reflected in the revised invoice, which was sent to both your ***************** and you via email, as well as mailed to you on July 22, 2024.
      There have been multiple attempts to correspond with you. Our last direct contact was on July 18, 2024. We followed up with an email on July 22, 2024, including the itemized invoice, but we did not receive a response. Therefore, we mailed all the documents to you on the same day. Additionally, we attempted to call you on February 13, 2025, and left a voicemail.
      Please be reminded that your deductible and shingle upgrade is still unpaid.

      This complaint was never addressed as the only email I ever received was the one indicating that this was closed. I sent FRS a list indicating what they overcharged, double charged and did not do at all. You indeed left various messages with numbers where you never respond to call backs. You sent me the same invoice 7 times. I will drag *******, the adjuster from Farmers and ****** into court to verify you had my entire roof chalked off according to the so called damage you did to file a false claim.  I had an estimate three weeks before ******* showed up and there was not the damage that you lied about. ******* said over and over how he could not wait to get a house in this community. You thought you were going to rip me off, but you picked the wrong person.  You forget my grandson worked for you for several months and can verify the accuracy of my information.  My attorney says your company has multiple ***** in counties all over Florida. Yet you say you have integrity. What a joke. I honestly dont know how you stay in business besides changing names and having to DBA.

      On Sept. 2, 2023 I signed a contract agreement for FRS (Florida Roof Specialists) to file with Citizens Insurance to have the roof examined and replaced following a severe storm with lots of winds. We were told ******* *****) that we only needed to pay the deductible and the insurance would cover the rest. When I asked, what if they don’t pay then the Roofing company had lawyers that would go after the insurance company. At the end of April 2024, I received notice of a lien on the property. I called FRS and was told that I didn’t have to worry, it was routine to file it until the insurance paid up because I had already paid my deductible. She pointed out the portion that it would become null and void saying this would happen when the bill was paid by the insurance. Now, they have filed with a lawyer for us to pay the remaining amount even though I was told twice by them that no additional funds would be necessary from me. I know that the roofing company is suppose to contact the insurance for a set amount and proceed after the amount is agreed upon. I feel that I should not have to pay the remaining amount.

      In order to protect our interests, a lien was placed on your property as a last resort after extensive attempts to collect payment from your insurance carrier. When you were given information by ******, she was not wrong to say the insurance company should pay the remaining balance, but they have not. We have made every effort to work with them, but it has now been nearly a year and a half, and unfortunately, the balance remains unpaid.
      Given the extended period without resolution, we find ourselves in the position where we must move forward with the next steps in the recovery process in order to recuperate the outstanding amount. We have been unsuccessful for months trying to reach your Insurance Company without success. We are unable to assist in resolving the balance if we are unable to reach your Insurance Company.

      I am rejecting this response because:  I was told twice that if the company was not going to receive the funds that my insurance company owed them, then they would sue the insurance company.  I don't feel that this is my bill because they need to collect from my insurance.  I paid the amount that I was required to pay.  I was repeatedly sent bills and was told at the company that the insurance hadn't paid yet.  They should sue to insurance not me.

      On Jan. 27, 2024 signed a contract with Florida Roofing Company to have my roof ***laced due to wind damage. Approximately 2 weeks later a *** from ************************** inspected the roof and subsequently the company approved ***lacement. Florida Roofing ASSURED me that ALL costs would be paid by ************************** and subsequent 3 rd party checks were issued. The roof was ***laced on May 20, inspected and approved by City of ************** on May 30. Received and invoice from Florida Roofing which included the original cost of $17,900 PLUS supplemental cost of $8600. I confronted FRS and they sent correspondence confirming that the insurance company was responsible for the added costs. On January 9, received correspondence from *** that the insurance company was responsible (4th time ) and asked me to contact Citizens to process. Citizens responded that they had CLOSED the claim and no additional money was to be expended. On January 22, 2025 received a letter from ******** Law Firm stating that I was responsible for the added costs **** **** has been place *** my property. I DO NOT OWE ANY ADDITIONAL MONEY!! Further, there are 62 complaints that have been filed with the Florida Attorney with the identical situation and Florida Roofing Company is currently under investigation. I have volunteered to be an active participant and have ALL correspondence dating back to January, *************************************** this claim.

      We have previously attempted to reach out to your insurance company in numerous occasions to facilitate the payment for this matter, unfortunately, we have not received the outstanding balance. In order to protect our company's interests and ensure that the outstanding balance is settled, we have been required to place a lien on the property. Please understand that this action is a standard procedure under these circumstances, and it allows us to begin the process of recuperating the monies owed. At ths time, we have not only been denied the balance due from your insurance company but have not received the deductible portion of this claim which was part of your claim approval and the amount determined by your insurance company.       I am rejecting this response because: FRS was notified on 1/16/25 that the insurance company closed the Claim  and would NOT accept any additional charges from FRS!  On 1/22.25, FRS used ******** Law firm to file a notice that they would pursue collection and enforcement of the Lein for approximately $8600 plus their fee of $1,000 for legal costs. They claim that I OWE the amount yet there is NO correspondence from FRS confirming. Rather, I have multiple emails that confirm that the insurance company **** the extra amount and they WLL NOT pay. I have engaged Deeb Law Firm to resolve and have made payment of  $792.04 which represents the deductible less a credit from FRS on June 4, 2024!

      FRS is lying and I have MANY documents to substantiate my position. Unless FRS accepts the letter from Deeb Law firm proposal a settlement, the next step is court to litigate and dismiss the Lein through legal channels!

      I am 1 of 61 former customers who have filed a complaint with the Attorney General and ALL  have the same  problem with FRS.

      Florida Roof Specialist representatives came to my home and offered a free roof inspection. I was told there was a lot of wind damage to my roof. They asked for my homeowner's policy. After looking over the policy, I was told that my roof would be covered, and I would only have to pay my deductible. The insurance company said they would cover nothing. Florida Roof Specialists said, no worries we have attorneys we can recommend. Next thing you know, I have an attorney and a tarp on my roof. I was quoted by the attorney $750 for said tarp (in writing) and that I was in a good place for my homeowner's insurance to cover everything but the deductible. They are now trying to charge me $10,000 for a tarp, not a roof, and $35,000 for a roof. In the meantime, I got a quote from another roofing company to replace my entire roof for $17,000, because I declined the settlement from the insurance company which relieves me from my contract with the attorney and Florida Roof Specialists. I do not want this company anywhere near my home, as I have read the complaints on your site about the liens, the shotty work, and the extra charges after the work is done. I am currently being charged $10,000 for a tarp I can get anywhere for $50. My home is barely ***** square feet and the tarp only covered the small two-car garage.       The homeowner disengaged with their legal team.  When we were notified, we verbally quoted the wrong price. The attorney also quoted a price.  Im unsure why the attorney quoted any price as they dont handle any actual work. Both prices were incorrect. We have reviewed the actual work done and the correct price is $1907.15.  We will send out an updated invoice immediately.

      Roofing company approached 84 year old home owner stating storm damage from 2023 storm, convinced her to sign an agreement for them to file a claim. Put a 1400 sf roof on for $28000. The insurance has reached out to the company multiple times to adjust the claim as there are fraudulent charges and inflated prices as well as double charging. The roofing company refuses and has placed a lien against the homeowner and stated they will go after the 84 year old homeowner. Attaching some of the email chain but have additional documentations as well. Homeowner and insurance has already paid $8200 in supply fess. Roofing company is demanding over $20k more. This is in an area that was just hit by Helene and Milton, this company needs to be stopped before more robbery is made.

      The contract with Florida Roof Specialists (FRS) and **** ******* states “It is agreed upon the amount of the contract shall be based on the amount equal to full replacement cost value on the insurance scope loss including deductible and all upgrades, supplements, extra charges and/or settlements unless otherwise noted.” 
      As a State of Florida Licensed Contractor, FRS is under certain obligations to the Federal, State, County/local governments and municipalities laws and/or codes along with Florida’s Manufacturer Product Approval requirements and Manufacturer’s Installation Instructions. Insurance companies/adjusters often do not include required Florida Building Code items that are required but, nonetheless, must be performed or installed for inspection purposes. **** *******'s roof project (per the approved insurance scope) missed many required items which were included in a final “as-built” Xactimate estimate/supplemental invoice to the insurance company. 
      The insurance company, by way of the homeowner, was invoiced for a supplemental payment of those items not provided for in the approved insurance scope. In accordance with FL Law, a lien was placed on the property until the supplement payment can be resolved with the insurance company (which has taken up to a year in some cases). 
      Under Florida Law, FRS cannot legally represent **** ******* to their insurance company, in which, FRS have recommended they seek a public adjuster or attorney to do so. Please call the billing dept at ************** so they may further assist you.

      The insurance company has made multiple attempts to remediate these charges without any effort from the roofing company. There are charges included that are inflated, additional fees added to fees that are already "bundled", fees to work not done. This work was originally solicited to an 84 year old women without proper understanding to what was expected from her. Company has been misleading and underhanded. After further research of this company, it has been found that there are many complaints made to BBB regarding the company. They are unwilling to reach any agreement from the insurance company, which has reached out multiple times to the roofing company to discuss the fees.

      I hired Florida roof specialist and it took a year for them to get pull my work together, and a year of me constantly asking why things weren't getting done. I had to hire my own screen company to do the pool gutters and screen. I finally got the job finished thanks to myself repairing 2x4's and rotted wood so they could actually attach the gutters to it.******** ********* didn't want to pat them all they were asking for so I was instructed to hire a lawer on their behalf, got the name and number from them.Hired him per their recommendation..Lawer supposedly got ******** to cave cause they new they were in the wrong. Next thing I know there's a lein on my house saying I still owe them 3,000$plus. I've paid 3,050$ for my deductible and I shouldn't owe anything..I hired the lawer they're in bed with and I still have a lein on my house, which should have never been placed on my home,they did it knowing they're lawer had already settled with ********. If they didn't get enough to cover their fees and bill it's not on me!!I've paid all my responsibilities, had to do several of they're employees job to even get this done in a year or they would still be dicking around. Come to find out there's almost 30 complaints filed against this shady ran company. This lein on my house is unwarranted and appalling.

      You signed a contract with FRS 11.02.23 and you made your first payment on 12.01.23 and we build your roof 02.12.24 so not sure how that was a year. As far as the 2x4 replacement, It is not possible to replace fascia or sometimes even see the fascia damage when a pool enclosure is attached to the home.  We were working with our Subcontractor to try and take care of the issue but you proceeded to hire somebody before we were able to repair the work. If the attorney you hired was not able to recover the full amount owed, this should have been discussed with them.

      I am rejecting this response because:Maybe you should have done your research. It's been a year. Your team came out after the soffits were already out and supposedly fixed the 2x4's that needed to be done,it was not done properly and the gutter company could not put them up because of the rotted wood still there.They didn't have anything to attach it to because your guy's left rotted wood and the new wood they did put in didn't come all the way to the fasha. You said you couldn't get back out here for another week so I took matters into my own hands and repaired it myself and it was done right!And if it weren't for your sales guy **** following the whole process you might have got away with saying that.I have all our communication texts and photos. And your financial girl **** ***** had everything documented. She also had the lien packet ready to be squashed and said it should have never got put on in the first place because nobody read her notes that **** was hear to pick up some roof tiles for a manufacturer defect on them by ***** *******. Also you put the lien on my house after I hired the lawer your in bed with already had resolve from ********. I also come to find out that you put her on leave because she was helping clients get through this process with your shady roofing company. That's so wrong because ***** and **** were the only Grace in this process!If it weren't for those two I would have come for you sooner knowing ya'll were shady.I have been a subcontractor for 30 years and never have seen such gross negligence in my life. Osha needs to be a lot more present down here in Florida to stop companies like you!!!
