In November 2023, representatives from Florida Roof Specialists visited our home, claiming our roof was damaged due to a storm. They assured us they would handle insurance claims and we'd only owe our deductible.After installation, we received a check from our insurance company to forward to our mortgage company and then to the roofing company. We also sent in our ************* August 2024, we discovered a lien had been placed on our property. The contractor had billed the insurance company an additional $16,190, over 50% of the initial approved cost of $26,333. This brought the total to a staggering $42,352 for a 2100-square-foot roof.The contractor never informed us about these additional charges, claiming they were dealing directly with the insurance company. They said they didn't receive a response, but why didn't they contact us? Additionally, they claimed they never received our deductible, despite our mailing it.We discovered that the insurance company had paid an additional $10,000 but didn't cover certain items. The contractor requested we send our deductible again, promising to write off the difference and remove the lien.Despite receiving all payments, the contractor sent us a final bill for nearly $6,000. They have not responded to our inquiries about the lien, excessive fees, or the promised "write-off."We have a recording of our initial conversation with the salespeople in our garage. They explicitly promised we would never pay more than our deductible.We would like a statement that this is paid in full and the lien removed from our home,!Business Response

The contract with Florida Roof Specialists (FRS) and Mr. ******* states It is agreed upon the amount of the contract shall be based on the amount equal to full replacement cost value on the insurance scope loss including deductible and all upgrades, supplements, extra charges and/or settlements unless otherwise noted.
As a State of Florida Licensed Contractor, FRS is under certain obligations to the Federal, State, County/local governments and municipalities laws and/or codes along with Floridas Manufacturer Product Approval requirements and Manufacturers Installation Instructions. Insurance companies/adjusters often do not include required Florida Building Code items that are required but, nonetheless, must be performed or installed for inspection purposes. Mr. ********* roof project (per the approved insurance scope) missed many required items which were included in a final as-built Xactimate estimate/supplemental invoice to the insurance company.
The insurance company, by way of the homeowner, was invoiced for a supplemental payment of those items not provided for in the approved insurance scope. In accordance with FL Law, a lien was placed on the property until the supplement payment can be resolved with the insurance company (which has taken up to a year in some cases).
Under Florida Law, FRS cannot legally represent Mr. ******* to his insurance company, in which, *** have recommended they seek a public adjuster or attorney to do so.Initial Complaint

I received a quote for my roof to be replaced and ********************* gave me and my insurance the invoice. Once the job was completed. The total amount of the final bill changed after the fact and now they wont accept the check for the original amount invoiced to myself and my insurance company. They had to come back out 3 different occasions to fix issues they couldnt get right the first time. That led me to not trust their work. I live in a ********************************************************* as if I live in a 3500 square foot house. Its ridiculous. They shouldnt be calling themselves the real roof specialist more like the real scam artist. They come knocking on your door and taking advantage of the elderly. I live off a fixed income. This company should stop praying on us older folks. Ill pay for the original amount **** promised not the c*** they decided to tack on in the end. The amount below is the total for the whole repair roof, gutters and drywall! Your company only replaced the roof!! Not my drywall or my gutters. So payment for just the roof is warranted not the work you didnt complete. I continue to send a check for the full payment of just the roof and you will not accept it. You have the credits put back on the invoice if you look at it, you will see those credits. I encourage you to send the check that we returned because you continue to write "paid in full" on the check and that amount does not pay the entire insurance claim in the amount of $18,508.83.

This was a roof insurance claim I was advised they work off the insurance claim and USAA allocated 27 thousand which was enough for roof if this size, ************ had me sign a contract which I did not know but I did not have to i and then they overcharged 20 more thousand for supervisor fees on a contract job. insurance does not pay supervisor fees on a contract roof and because my husband had passed sway a year prior I was unaware of this fraud, I had to refinance my home in order tto pay the difference, they give me complete run around and they have received payment and told me they have with letter from my new mortgage paying July 1 2024 they were paid in full and have yet to release the lien on my home I want my lien removed from my home I I will not press charges against the 2 employees that had me sign a contract and totally lied to me about working off the insurance claim. thank u ******************************* for estate of zRobert *******************Business Response

The company is a scam they overcharged me for my roof. They said it was only going to charge me for my deductible that was $2000 they charged me to replace my gutters that I wasnt aware of. They never mentioned anything about replacement of gutters. They also added additional charges to my bill that wasnt included in the contract. Now they have put a lien on my house. I have stopped by the office and spoke with ****** and she never answered or replied to my calls. She is always busy. I am a veteran and I served my country and to be rip off by this company is sad. Also, my insurance paid for the gutters and they are double charging me. I will like to get the lien off my home. Florida Roof Specialist exterior invoice came out to $1131.61 (I only had the exterior portion of my roof repaired with Florida Roof Specialist). The total claim from my insurance was $3667.84, minus $2870 from my hurricane deductible, issuing me a check for $797.84 (and upon review an additional check for $139.74), totaling $937.58 which as sent to Florida Roof Specialist. I sent in my own check of $126.50, which now has me paid $1064.08. So I should just owe $67.53 ($1131.61- $1064.08 = $67.53). Theyre telling me I have a "Grand Total $1469.43 and now owe $405.43 but no documentation supporting that number. They dont return calls or emails. And have threatened to turn my account to collections.Business Response

A roofing company approached me about my roof being damaged, called in to Insurance, wrote an estimate for like 14k all parties agreed, then submitted a bill for twice that, my insurance is saying that’s too high and not what was approved, then the adjuster and roofing company got together and agreed to a new amount, after gave them the checks they now say I still owe the damn balance, they are crooked thieving company, they don’t return calls or emails either, I know I am not the only one going through this, they also have a lien on my house now until balance is paidBusiness Response

We had a contract with Florida roof specialist Inc. ( Jacksonville. We paid all the required $3000) by the contract, as did our insurance company ($8945) After completed FRS asked for an extra $5000 and now filed a lien against our house in Maderia beach. I just read the response from FRS. I don't understand why my insurance company would not cover "required" or "mandated" items on the invoice. The other issue is that the representative from FRS said I would not be required to pay any more than my deductible, and that any upgrades or discrepancies would be discussed with me. The "Agreement" that I was pressured to sign - in my driveway while Jordan had his 3 year old in the car - states the following per FL STATUTE ******** "A Florida Roofing Contractor may not directly or indirectly engage in any of the following:
1. (b) making an insurance claim for damage to the residential property owner's roof.
*) Providing an insured with an agreement authorizing repairs without providing a good faith estimate of the itemized and detailed cost of services and materials for repairs undertaken pursuant to a property insurance claim. "
The estimate from FRS was given to me after the work was completed. The insurance claim was completely submitted by Jordan, from FRS.

I have repeatedly asked for a receipt of the job showing paid in full. I also have asked for proof that a Osha inspector was present for the 10 hours they billed me for. They cannot even agree on the lie giving 2 different names once they realized I Had **** ***** there only on simplysafe video 45 minutes and pictures of the 2nd supposed osha inspector not roped nor his crew. See attached When I was concerned about what I could be responsible for when the supplemental check comes , we were told by **** (see attached) that rotted wood and they would cover that. I was charged $10000 in supplemental charges I would not have agreed to if I would have received an estimate of scope of work prior to signing the contract. They also admittedly charged for an upgraded roofing shingle vs what I signed for (see attached) and accountmanager **** offered to pay me himself for his mistake. They repeatedly threatened us that we would pay 30% of thier estimate I did not receive if I did not give them the full insurance check that included work they were not performing. They did not provide me with a good faith estimate prior to signing the contract as per Florida Statute. They solicited us for work vs using the loophole they usually use breaking Florida Statute. The Selection sheet clearly states that I only owe deductable and my resposibility is $0 with the shingles and any other items. They made the decison and mistake to upgrade the shingles. NOT MY RESPONSIBILTY as the contract said. The feedback from *** ******* is very much appreciated, all be it misguided and departs into defamation.
The contract with Florida Roof Specialists (FRS) and *** ****** states “It is agreed upon the amount of the contract shall be based on the amount equal to full replacement cost value on the insurance scope loss including deductible and all upgrades, supplements, extra charges and/or settlements unless otherwise noted.”
*** ****** was upgraded to Owens Corning’s TruDefinition Duration laminated architectural shingles at no cost. The Duration shingle is a national roofing industry leading shingle known for its durability, 130mph wind warranty, limited lifetime warranty along with many other features. Again, *** ****** received and upgraded “lifetime” shingle at no cost.
*** *******’ roof project did not require replacement of any rotten wood and therefore, was not charged for any.
The declaration by *** ****** of his deductible, on the Selection Sheet, does not mitigate the contract language referenced above.
As a State of Florida Licensed Contractor, FRS is under certain obligations to the Federal, State, County/local governments and municipalities laws and/or codes along with Florida’s Manufacturer Product Approval requirements and Manufacturer’s Installation Instructions. Insurance companies/adjusters often do not include required Florida Building Code items that are required but, nonetheless, must be performed or installed for inspection purposes. *** *******’ roof project (per the approved insurance scope) missed many required items which were included in a final “as-built” Xactimate estimate/supplemental invoice to the insurance company.
Under Florida law, FRS cannot legally represent *** ******* to his insurance company, in which, it was recommended that he seek a public adjuster or attorney to do so.
FRS places worksite safety as the highest priority which includes OSHA compliance. OSHA (by way of Federal Regulation) requires the designation of a “competent person to monitor the safety of other employees”. FRS goes beyond the regulatory requirement by having a two-tier level of job site OSHA/safety compliance which includes an OSHA Certified onsite crew leader and an OSHA Certified Site Supervisor, *** *******’ job had both.
Again, *** ****** feedback is appreciated and FRS is content knowing he is enjoying what should be a carry free roof for dedicates to come.Customer Answer

I am rejecting this response because: First off the idea that a business responds with the threat of defemination is absurd and misguided. A consumer should not have to feel threatened when filing a consumer complaint. I would like to know what FRA is considering defamation and misguided and I will consider accepting the businesses response.
I never argued the contract with FRS in the complaint. I argued the lack of receiving the good faith estimate and the fact that **** ***** told us that the only thing the supplemental check would include is rotted wood. Hence the text back to me from him that that insurance would pay for that if needed. He explained to us that was all supplemental meant. We would not have signed otherwise. That is what we understood the supplemental to be.
As per **** ***** text, the upgraded shingles were his mistake and already placed in bundles on the top of the roof. I would have never known that there were upgraded shingles otherwise. He also, as per his text, would pay for the difference. He also explained again that all we were responsible was to pay the $500 deductible as per stated on the selection sheet for shingles and to not worry. FRS even stated in their response that they upgraded the choice, not us. There was an extra "cost" in your salespersons mistake.
I never said my roof required replacement of rotted wood. So, of course I was not charged. I am not sure what that statement from FRS even implies? My complaint was that their representative, **** *****, told us that was what the wording meant under the supplemental part of the contract.
No response from FRS to the repeated threats of paying 30% if I did not sign the selection sheet and give them the full insurance check, even though it included the insurance monies for work not being done by FRS and would not give me a good faith estimate prior to giving them the full check?
No response as to the fact that their salesman solicited our door with this contract for work and that the salesman called my claim in for us?
I never asked FRS to legally represent me. This same scenario has happened to my neighbor and a close friend also. They were also told to use Cohen and Cohen. **** verbally told us that is who they use on all these roof jobs and they will sue our insurance company.
The business provided no proof as to who was the onsite OSHA supervisor and proof they were there. I provided pictures of the crew not using any ropes or other safety devices on my roof leaving the homeowner in peril if a worker got hurt. I was told by 2 different people at FRS 2 different names as per my pictures.
Again, accusing us of defamation and being misguided is insulting to say the least. The fact that your salesman solicited us and told us because of the hail and wind storm, he would handle the claim for us and all we owe is a deductible, and the fact that FRS would not give us a good faith estimate AFTER signing the contact and before any work was done is the issue that led to all the above.
