    After hurricane *** my neighbor was getting an estimate from this company to fix his house. Of course everyone was getting estimates from many companies. We had many estimates done, but before the estimate we asked if there would be a charge. We did not engage with any company that was charging for estimates. So after ******************* did the estimate next door he came over and did a walk through of our house. He did not measure anything and was not here more than 10 minutes. We waited a couple of weeks for a written estimate and did not receive one. We looked up his address and went to his place of business which ended up being his residence because we could not reach him by phone. We finally got an estimate on 11/15/2022 which was not broken down but a big paragraph with a price on the end which we believed was high, so we did not hire him. On 2/3/23 I received a bill of $400 for the estimate. Now that is ridiculous. And I don't know whether he can put a lean on our house for nonpayment, which is why I am filing this complaint. In addition, right after the storm the neighbor had Hagarty tarp his house so he was willing to do ours also. That was $890 which we did pay. The tarp did not last more than 2 weeks and started to shred and fly off. I called operation blue roof and they replaced it with plywood, better tarp and roped it down where needed and they did not charge anything. I have not called the company to complain about the bill for the estimate because I really don't want to deal with them.

    In response to the ******* complaint, they stated that *********************************** came over and did a walk through of our house. They said he did not measure anything and was not here more than 10 minutes.  That statement is not correct.  How can anyone give an estimate without measuring.  My wife and I were at the ********* for over an hour. I gave them an estimate which takes a great deal of time to sit down and calculate and figure out how much material will be needed, requesting quotes from my suppliers.  Then the ********* wanted a revised estimate, which I had to redo, only for them to hand over my estimate to another contractor, who did not pull a permit or have it engineered, after I did all the leg and brain work.  I did send them an invoice for all the administrative time it took me.  My time is very valuable, and I should be paid for what I do.  I have attached the estimate in question and the invoice I sent them for my time.

    I am rejecting this response because:

    Hagartys never told us they were going to charge for an estimate, several other contractors gave ** estimates for no charge. The ones that told ** they would charge for an estimate were turned away.. In addition he was not here as long as he stated.. He might have been here 20 to 30 minutes. He stepped some things off but did not take out a tape measure.. Had he told ** up front that he was going to charge for an estimate we would have never gotten an estimate from him.

    im so sorry this customer feels like i didnt provide a service to them , but we did , i did measure their job as i do every job i go to bid , otherwise how would not  know what to bid, i was just recovering from a heart attack so i slowed down on things i was able to do , this customer showed up at my house to get their contract  , i went and did their contract ,  which i dont charge for , but they came back to me several times to have it seperated out  each item which is very time consuming, then did this a third time . after which i was told they where going to go with me on the carport , as i worked next door i saw unpermitted work being done on their home and was concerned not only for them but for my customer that when things are not done correctly and we have another storm carports and other exterior work will fly and damage other peoples houses. anyway the reason i sent a bill was because i was lead on doing several estimates that i would receive  the job  my time is valuable , and i didnt get the job but was used to get others to come down  on there prices  , the bill was never paid  im not pursuing payment  so i dont understand what the problem is , im done with this as i will move on to paying customers  who appreciate quailty craftmenship

    I am rejecting this response because: the biggest reason is he never told us he was going to charge for an estimate, We had several companies give us estimates and we were not charged for their estimates. We went back to Hagartys, not for a contract but because we were looking for the estimates. We wanted to use someone local but his first estiare was so vague you couldnt compare it to others. He never told me he was slowing down because of a heart attack but because he was looking for help in his home office. His estimates ended up being ridiculously higher than others.n  His paperwork never stated he was going to charge for the estimate that is the main point. And the companies we did use were licensed.. All I want is for him to withdraw the $400 for hs estimate.
