      I hired this contractor and gave $650.00 2 months ago and he never came back to start the job I have been contacting him and he has been giving me the run around he said that he was waiting on the stones and this should&#**;ve have been done

      I am the owner of the company and I actually dealt directly with the homeowner on this project.  The timeline provided to the BBB by the homeowner are wholly inaccurate.  Late in the afternoon of Friday November 11th we picked up a contract/deposit check for this project.  The very next business day (Monday November 14th) her business check was deposited into our business account.  The funds for her check were credited to our business account on November 15th.  On November 16th we ordered the limestone threshold from the supplier.  The limestone threshold had to be custom cut by the supplier and so was special order.  Special orders take 2-4 weeks to be delivered and the homeowner was notified of this timeline on the day we picked up her contract for the project.  On December 2nd our ******* picked up the special order limestone from the supplier.  On December 4th our crew installed the limestone piece and finished the project same day (December 4th).    Bald Eagle picked up the contract for this special order project and completed it in 23 days.   (Dated contract and deposit check available upon request)

      BaldEagle construction contractor was hired to perform the concrete work on driveway between outside garage to sidewalk only.As per signed contract contractor was responsible to obtain permit. 1/3 deposit 980 Dollars was paid and check was encashed right away. Contractor applied for the permit at the wrong municipality (**********) instead of getting it from main township and **** County.contractor offered. Two Options.1.Pay 500/-Dollars more besides the permit or 2 withwith draw from the contract and rget less deducted deposit of 200/- IDollars..Contractor has not even I started the work. Contractor dedemanding extra 500/- Dollars mwhich is not included in contract/ proposal. .I request a full refund of 980 Dollars paid as a deposit to BaldEagle construction.

      When picking up the contract and deposit from the homeowners, the homeowners specifically said they spoke with the *********** ************** The homeowners told me to be sure not to let the *********** ************* charge me more than $75.00, because (according to the homeowners) the *********** ************* quoted the $75.00 permit fee to them on the phone.

      My question for the homeowner is this:  Is the homeowner now denying this was what the homeowner represented to me in their driveway when picking up the paperwork/check for the project?

      Sir,
      I appreciate your efforts to protect the consumers particularly seniors citizens who have limited resources to earn money for their remaining years of life.
      With a due respect The response submitted by BladeEagle construction is unacceptable to me and the matter remain unresolved.
      Let me clear the point.I dont have any conversation with the president of the company regarding permit charges or unincorporated area of property. He just came to our location, handover the proposal and consumers protection form to sign and
      then collect the deposit check and disappear for 15 days.Agreement has been accepted by both the parties, but then he abruptly asked for extra $500/- in advance for permit papers work.!!!! which was not in proposal.This extra charges are not acceptable to me.
      As per proposal any changes in cost will be submitted in writing, to owner for review and/or approval. Without my review or approval the charges he deducted $200/-from the deposit and he sent balance money check to me on 05/20/2022. Check was written on 05/14/2022 . He has already decided to drop off the contract without my
      consent and took away the money without doing any work for project.
      As per the IL.consumers protection clause if
      the work has not been started and not finish then consumers are eligible to receive full refund of deposit from the opposite party.
      In above circumstances I request BBB to solve the issue in amicable way and I hope I will be able to get full refund from the BaldEagle.
      I attached the detailed letter to you for your information and necessary action. I had sent same letter to BaldEagle unfortunately I didnt get any response from the company..

      Contractor Bald Eagle Construction was hired to perform the Concrete Work on the Driveway and the Garage at ***************************************************************************************. Contractor provided the the Signed Contract that clearly stipulates full responsibility on Contractors part to obtain permits and/or bonds. Deposit of $1707.00 was paid to this Contractor via. Heck that was cashed right away.Contractor applied for the permit at the wrong municipality( ***********) instead of getting it from Main Township and **** County. Clearly Contractors fault since it is Contractors responsibility to find out which municipalities to get permits from. Contractor than demanded $200.00 in case of a Contract Cancellation if we chose not to continue with this dishonest Contractor and/or $500.00 if he were to get proper permits from Main Township and **** County. Main Township Permit costs $75.00 and per **** County is not even needed since only **** County Permit is required for this work. Bald Eagle Construction ( *******************) was extremely rude and demeaning to us and the neighbor who also signed a Contract to do the Concrete Work on a Driveway with Bald Eagle Construction ( adjoined TownHouses). Neighbor paid a deposit as well. This Bald Eagle Construction Contractor ( *******************) has dealt with all of us in bad faith from the beginning and abused the trust given to him by 2 senior citizens who are old and sick. We demand a Full Refund of $1707.00 paid as a Deposit from ********* Family. Neighbor will file a separate complaint.

      Bald Eagle has not fully refunded my deposit. There is still $200 outstanding.

      To answer Bald Eagle's questions:

      1. The home is indeed in ***********. The address of the home was clearly printed on the signed proposal which states that it is in ***********. It is in an unincorporated area of ***********.
      2. I did tell Bald Eagle to make sure they don't get overcharged for the permit, but said nothing about *********** Building Dept. 

      The contractor has over 20 years of experience. It is the contractor's responsibility to figure out where to obtain the necessary permit, regardless of what they hear from the homeowner.

      Additionally, the contractor did not appear interested in resolving the dispute after he found that he spent time filling out permit paperwork from the wrong municipality. This is evidenced by a refund check we received dated on May 14, 2022 (less $200). By that date, we were still trying to find out why he wanted to charge us an additional $500 in order to proceed with the contracted work.

      I request BBB to help in return of the $200 yet to be refunded.

      On April 15, 2022, I went to the homeowners property for the initial visit/measure of the work.  During the visit I asked the homeowner if their property was in the ******************* or was it Unincorporated **** County.  Homeowner responded they were in the ******************.
      Bald Eagle relied on the information provided by the homeowner for municipal designation of the homeowners property. 
      During the 1st week of May I returned to the property to collect the signed contract/deposit check, etc. from the homeowner.  During this visit, the homeowner specifically said to make sure ********** doesnt overcharge Bald Eagle for the permit because the homeowner had called them and was quoted a price for the permit.
      After preparing the Permit package application during the following week (permit app, plat of survey prep, site plan and job description), I went to the *********** ************* to submit the Permit Package. The personnel at the ************* said the homeowners property was not in the *******************, but was in fact Unincorporated **** County.  ********** personnel said there would need to be a permit from **** County AND a permit from Maine Township (or possibly just a waiver letter from Maine Township) depending how the homeowners property was evaluated by Maine Township vis a vis the proposed project.
      Bald Eagle then (after a series of emails and phone calls) received a ruling by email from Maine Township stating the Township would not be able to issue a simple waiver letter for the homeowners project but would instead require a permit from Maine Township (in addition to **** County)
       The project would now require the following from **** County AND Maine Township: (2) Contractor licenses, (2) $10,000 Bonds, (2) Site plans, (2) work area descriptions, (2) permit packages, (2) pre-pour inspections, and (2)final inspections.
      Bald Eagle then forwarded the email from Maine Township to the  homeowner with all of the above information as well as informing the homeowner of the accurate municipal status of their property.  Subsequent to that email, I received a voicemail from the homeowner directing me to ignore/disregard the information provided to me by Maine Township. (If requested, I can produce a readout of the voicemail, as our phone captures the dictation of voicemails)
      I then emailed the homeowner directing them to personally contact Maine Township to discuss their permitting requirements/options. 
      In the homeowners Customer Statement of the Problem to the ********************, one can read where the homeowner continues to deny the property requires a permit from Maine Township, which is directly contrary to the info in the emails from Maine Township which specifically reference the homeowners property

      Additionally, Mr ******************* recently offered by telephone to send him an email stating that I would drop all complaints to BBB and social media against his company and only after that he would refund me the $200 he has still not returned. My answer to the offer was first the refund, then the email. He did not agree to that.
