    I have worked with IPL and E since 6/22. Last year he began overcharging me for maintenance and winterizing the system (ie charged me $983 to wrap a dripline around two trees, $500 of which was a "service call" for about 15 mins worth of work). 4/24 he came and charged $295 for start up. Not all zones were working after he left, none of the small irrigation lines were connected to the big planters in my yard (and some of the lines that were there already were removed) and the control box wasn't connected to the internet. He came back out and said that I needed massive repairs to my system and charged me an additional $1300 which I paid. Again when he left one zone was still not working and the controller was still not connected to the internet. I began to be suspicious and reviewed my bills for the last two years and saw a consistent 300% or more mark up on parts and between $300 and $500 charged for each "service call". I told him the system was not started up despite my paying for that service and he was overcharging me. I complained again and reviewed his substantial mark up for parts. He did not deny the mark up but has said repeatedly that he doesn't have time to review the bills and as a result is not responding to my request to be reimbursed for overages which I have documented. My system still isn't working and he is claiming that there are more repairs needed and he is waiting for parts. My system was in perfect working order at the end of last year. I have hired a new company but want to reimbursed for his overages and for not doing work that I have paid for. I paid him over $1600 since April 24, ******************************************* reviewing my bills for the last three years, I also noticed that he "replaced" some of the same sprinkler heads each year. I would like help in getting him to make me "whole". He doesn't seem to care if I put up bad reviews and doesn't seem to care if I litigate this. But he has definitely scammed me and that is not ok.
