Hampstead Preowned is charging illegal fees. On top of the cash price of the car they are charging additional fees such as freight fees, a $1000 fee for not financing with them as well as $1250 “vehicle certification” fee. This is only for 4 months and 4000 miles. When we let them now these fees are illegal they agreed and stated “everyone else does it” They charged over 5000 on top of the original price of a car. All of Hampstead Preowned's fees are detailed on our website as well as transparently disclosed in person. Freight fees are perfectly legal in Maryland and we offer both certified and uncertified vehicles based on the customer's preference. We kindly request that you are clearer in your review as we did not charge you any amount of money as you chose not to purchase a vehicle from us. Since our fees are completely transparent and not "hidden" as are some other dealerships, it was clear to you what the full cost of the vehicle would be prior to signing any sales documents.Review from Jerrel J

Pro Am Autos LLC, operating as Hampstead Pre-owned, is a scam if I’ve ever seen one. My encounter with them began when I stumbled upon a car they had listed online for $16,500. I had my suspicions from the start, but I was curious to see how far they’d go, especially since I was already approved through my own financing company. When I arrived at their lot, it didn’t take long for my doubts to be confirmed. They claimed they didn’t work with outside financing because the owner had been "burned" before. That was the first red flag, and at that point, I knew exactly what I was dealing with. But I decided to let them take me through their process, just to see how deep the rabbit hole went. As expected, they added a $3,000 reconditioning and inspection fee on top of the car’s price. A vehicle listed at $16,500, with a Blue Book value of $17,500, was suddenly being pushed on me for $19,000. That was the second red flag, and it only confirmed my suspicions further. But I played along, allowing them to run my credit, just to see what they’d offer. Sure enough, they came back with an interest rate higher than my preapproval, a longer term, and a monthly payment nearly $70 more than what I had been offered elsewhere. When I told the finance manager that I wasn’t willing to pay that much and was aiming for a different number, he tried to downplay my concerns. “Are you going to walk away over $25 a month?” he asked. Yes, I was—because it wasn’t just $25. It was my time, energy, and labor that afforded me the ability to buy this car, and I wasn’t going to let them scam me out of a single dollar. Even after I made it clear I wasn’t interested, they tried to rope me into a cheaper car just to keep me on the hook. That was the final straw. I wasn’t about to let them manipulate me into a bad deal. Avoid this place at all costs. They’ll lure you in with false promises, then trap you in a financing nightmare, making you overpay for a car that isn’t worth it. Just stay away.Pro AM Autos LLC Response

Hampstead Preowned's fees, some of which are state regulated, are clearly listed on our website, ********, ******** and every other vehicle listing site. This is standard for every dealership in the State of Maryland. The total price of every vehicle is clearly presented to every customer prior to the customer signing any documents. We do not hide fees. We have had numerous "outside financing" check bounce and would gladly show proof if you'd like to visit us. As a service to our customers, if the vehicle they are interest in is outside of their budget, we try to find the customer a different vehicle that is within their budget. Buyer BEWARE these folks are true scammers. Bait and switch pricing. $2000.00 added to price unless you finance with them. Lots of double talk. $799.00 "required by the state" doc fee. Additional $1295.00 bogus fee added to price. So much lying by the sales man and management. We walked away and will warn everyone we know and anyone reading teviews to stay away from this very dishonest used car dealer. Purchased car 5-4-24. After many emails and phone calls as of June 17th: No refund of Gap Insurance we cancelled on May 6th. Company affirmed cancellation received. No scheduling for the factory technician calibration promised on the "We Owe" form given to us. No timely cancellations of warranty($4000) and gap insurance($1000) given to finance co. So the loan has us paying interest on $5000. more than we actually borrowed. No answer as to why my wife's SS# was used on both her and my credit check. Both in 800's. No expressed desire to resolve these errors, which cost us money, which we are trying to recover. Stay away from this company!!!! Their attitudes and acts show little regard for the consumer, nor to right their errors and failures to perform the agreements we signed.Pro AM Autos LLC Response

We apologize for the apparent miscommunication from our representatives. Unfortunately cancellations of products signed for at the time of purchase are not immediate and typically average 30-45 days to be processed depending on the administrators of the policies. That being said, we issued checks to your lender for the Gap and VSC refunds eleven days ago (6/7/2024). Both checks were cashed by your lender 8 days ago (6/11/2024). We are emailing you copies of the cashed checks this morning. Your lender is required to post these refunds as Principal Only payments to your account which means you will not pay interest on this amount. As for the We Owe service, please expect a call from us today to schedule an appointment. We honor every We Owe that is promised and apologize that yours has not been addressed yet. This is a failure on our end and we will work to rectify this immediately.Review from Patty L

Inflated sale price from advertised ($4794 over at financing). Was told that was for some “certification” when I called finance to inquire why the original sale price is not in any sale documentation. I recently bought a 2015 Honda Civic. The car appears to be fine. However, I have two major complaints. The first is: Incredibly BAD customer service! The company has several mottos, one of which is "we put purpose before profit". I wonder if this is actually a complete lie! The car was promised at a certain day and a certain time. I had to get help to get there, as I had no car. The car was not ready. I was told it would be ready in 2 hours. I got them to agree to deliver it to my house. It was actually about 7 hours before they delivered it, with no notification to me at all! I had to call and complain. When I bought the car, as all customers do, I had to pay $2000 for their "certification". Because it is a 2015, I also purchased through them a truwarranty 5 year bumper to bumper and truwarranty exobundle auto service contracts. These cost me about five thousand eight hundred dollars extra. The selling agent was not friendly, and certainly ran over the costs with me, but I asked for complete paperwork on all purchases. THis is also promised in the truwarranty brochures. When the car was delivered I got simply a brochure pamphlet on truwarranty service contract and exobundle, and a sale page. There is promised a detailed list of exclusions, etc. So, I followed up with the appropriate people: Ryan, and when he repeatedly did NOT respond, then to Hope. I had to express my dissatisfaction, but she has NOT responded either and I have given Ryan a week, and Hope four days. Nothing. No customer care. No customer courtesy!!!!Pro AM Autos LLC Response

Mr. K****, I am deeply sorry for our lack of communication. These documents should have been provided to you immediately by your Finance Manager. A simple explanation as to the lack of communication is that Ryan has been moved from his position temporarily and is working as a mechanic in our shop and Hope has been on vacation since the 26th of July. This is not an excuse for the delay in your paperwork, but the reason for the lack of response from Ryan or Hope. Please accept our apologies and know that it absolutely was not intentional. I bought a Kia Sportage from Hampstead Pre-Owned in late May 2022. There were issues when I first got the car, but with some pushing, they eventually handled most of the initial issues. One of the issues that was documented upon purchase that has yet to be resolved is providing me with a working key FOB as the one that came with the car never worked. They said they had to order parts. It's now late August, I have had the car in the shop at least once to get that very issue resolved and still there is no working key FOB for the vehicle. More recently, the car had issues while driving and the engine light came on (still within the 4 month/4,000 mile warranty for the engine and transmission). I had the vehicle towed to Hampstead Pre-Owned. They have now had the vehicle for 9 business days and I still do not have a diagnosis of what the problem is. I was promised it would be looked at on Monday of this week, it is now end of day Thursday and I cannot get anyone in service to give me answers about what is happening with the car. I did suggest it might be a transmission issue based on how it was driving and was told by someone in service that it wasn't the transmission, even though they also said no one had looked at the car yet. This has been an exhausting process of calling and stopping and trying to get someone in service on the phone just to try to get someone to look at the car to diagnose the problem. This company touts itself as being built on reputation, but I would not recommend them to anyone at this point. My next step will be filing a formal complaint with the BBB.
