    I am the president of the Gunpowder Cove Condominium Association representing a 48 unit condo in Harford Co, Md. During renovation cracks was found in two walls between two adjoining units. These walls are structural, an engineer was hired to assess the site and determine how to repair the wall. The engineer created a plan to repair the wall. On June 5, 2020 we contracted with Awards Construction to repair the wall following the engineering drawings. In 2021 bracing was installed and repairs began following the engineering plans. After several weeks of work, Awards disassembled the scaffolding and exited the job. The project appeared complete and the board paid the company the balance due for the job. Several weeks after the final payment, a resident notified the board his wall wasn't repaired, and an investigation showed two areas were not repaired in accordance with the contract. Additionally, it was learned that the scaffolding damaged the patios of several units. The board immediately contacted Awards. They sent Mr. Al ****** to survey the issue and he agreed they missed a few areas and would repair the damaged patios. (I have a witness at that meeting). Soon after, Mr ****** sent a team to repair the wall and patios. They only repaired ONE of two areas, and attempted to repair some of the damaged patios, but only did a partial job and the craftsmanship was poor, requiring a re-do. The job was left incomplete. We received no further response to multiple attempts to contact Awards through the spring and summer of 2022 including certified mail. It is now November 2022, and we seek: (a.) completion of repair of the remaining wall that was clearly shown on the engineering drawing, or (b.) cost to hire another contractor to finish the job, and (c.) repair/repaint of damaged patios, or (d.) cost to hire another contractor to repair/repaint the patios.

I am the vice president and project manager for awards construction. Al ***** is the president and estimator for awards construction. To start, I just wanted to make sure that the names are correct. We were contacted by the property manager of gunpowder cove to bid on a structural wall repair within the community. The community provided us with repair drawings from their engineer. After several phone conferences and a zoom meeting, a very detailed estimate was written per the conversations. The contract was modified several times per the customer to include what was and was not awards construction's responsibility. All work performed was overseen step by step by their engineer. Their engineer signed off on every step of the project and deemed the project complete per the contract. Mr. ***** and I had a phone conference with the property manager and board president after the initial email was sent about unfinished work. At that time, we offered the community an additional estimate to complete the work, not in the original scope. We received no answer about the additional estimate during that phone conference. Several weeks later I received an email about a repair location that was missed. I made a site visit and confirmed the area in question at that time was part of the original scope. I then scheduled and had completed the missing area from the scope of work. I was once again contacted several weeks later about possible incomplete work. I once again made a site visit and was shown areas that were never part of the original work or on the original repair drawings. I made them aware of this during the side visit. Several more weeks go by, and I receive another email about missed work location. I once again made a site visit and was shown the original two locations that were not in the original estimate. At that visit I informed them to reach out to their engineer for clarification of contract. Several more weeks go by, and we received a certified letter in the mail. Informing us that we need to either make the repairs or we will be charged for a separate contractor to make the repairs. Upon receiving the letter. Al ***** called and left a voicemail for the property manager. We have yet to receive a return call or email from the property manager. I have roughly 10 hours involved in this situation between phone calls, emails and site visits. We have no problem addressing items that are within the scope of the contract or under warranty. But we will not repair items that are not under contract or warranty. We can provide the signed contract with the detailed scope of work if necessary. First, we seek to engage in communication with the contractor. Despite Mr ******'s assertions, we have not received any correspondence after many attempts to contact the contractor. This includes many emails, calls, and the mentioned certified letter. This is the first we have heard from Awards since Mr ****** visited the site and promised to get back with us. If this BBB complaint will open communications then that is a positive step and one we can start to work with. Second, the contractor did not complete the work as identified in the contract (as well as the engineering drawing). We also want the contractor to repair damages to the property caused by contractor. We have all supporting documents to include the original contract, engineer drawings, and photos of the work undone. If the contractor wants to speak to the engineer, that can be arranged. However, the engineering drawings detail how the work should be performed. In addition to the engineer, I would like him to communicate with us so this can be resolved easily. In summary, the work done to date is professional and mostly correct. However, one area clearly shown on the engineering drawings was completely missed by the contractor and the damage to the Patios caused by the contractor needs to be repaired.
