I live in an apartment complex called ****************** in *********, **. My complex utilities a parking company that requires online registration. My partner ****** in guest parking this evening and attempted to register their car and the website would not work to register their vehicle (screenshots and screen recordings attached). We tried on their mobile device, my mobile device, and a computer. All three devices would not populate the page required to register the vehicle. We kept trying the website for the next 2 hours, and it still has not loaded. In addition to this, we tried the company website for the parking company and the ******* isnt even listed. We also provided a paper parking pass (I am aware this is the old process but the current process wasnt working so we wrote on the pass the website was down). When we arrived back, there was a boot on the vehicle. We called the company and explained the website is not working and we additionally left a note. The operator on the phone said that there is nothing they can do because my partner has successfully registered their vehicle in the past. This is a system error and not a user error. The new ********************** process should not be implemented and enforced if its not working, hence I am very upset the company is unwilling to remove the charge and they should be responsible for paying the boot charge if you are using a parking enforcement company that is not fully functioning for its guests.Business response

Hello,
Thank you for providing that screenshot, we are able to see the device being used had low cellular/data reception. Visitors are required to be registered while parked within the community by either scanning the ** Code found on the Register2Park signs or by visiting the *** listed. More than 1100 visitors have been able to successfully register their vehicle within this community without issue.

The company put a boot on my vehicle, even though I paid for the parking service. I entered my plate, but they said I entered it wrong since it was a special plate. I will never park with them again.Business response

License plate numbers are unique and specific to the vehicle that they are associated with. It is the utmost importance when registering your vehicle that the license plate is entered precisely and accurately.

I paid for the parking, and still was fined. The person who works for LMS Parking Enforcement knows that the plate was entered to the best of anyones ability, and they still choose to ticket and boot it.Customer response

I was directed where to park by a parking attendant, I paid 25 to park, returned to my vehicle to find a lock on my wheel. When I spoke with the attendant he told me I had to pay because I parked in an electric charging parking space. I questioned the parking attendant about the space and I was told it was first come first serve. I paid the $160 to be able to go home and then the charge was for $180. One scam after the other got this company. The police were called, they came, and told me it was fraudulent but they could not do anything about the wheel lock.Business response

Hello,
Parking spaces can be reserved for specific vehicles such as ****************** or Handicap Accessible. Notations of which can be found via a sign in front of the space and/or marking on the space itself. Parking in violation to the parking lot's regulations will result in the vehicle being wheel locked or towed at the vehicle owner's expense.

May 31, 2024 **********, ** I used the ** code (in the parking space) to put in parking info, which I thought I did correctly. Come back to parking LMS had just put the boot on my vehicle. I didn't understand why. Found out my ** experience didn't go through. Tried to explain but LMS could care less. They were very busy booting other vehicles. We touched the boot and then it was an automatic additional ******. After I paid money and wanted a receipt, LMS tried to email me but it never went through and I have not received it yet. LMS said it was probably not a good signal in the parking garage. Same problem I had with originally paying for parking when I got to parking garage. It is okay for them to have an excuse but not me. Very very bad customer service. After we paid, a number of other people on the same side of the garage, booted had the same issue. Terrible company.Business response

Hello,
LMS Parking manages and enforces parking regulations set up by the management/ownership of the parking garage. Registration forms specifically state if a confirmation email is not received the vehicle owner will need to register again. LMS Parking has no control over a vehicle owner's cellular service. Tampering with a wheel lock immobilization device will result in higher fees.

I am rejecting this response because: Please advise where that is stated about getting notified. Not familiar using QR codes and I filled in all information. Did not see a submit button. I thought it was done correctly. You aren't responsible for cellular issues but I didn't know there was any issues to begin with. LMS takes my CASH MONEY and DEBIT CARD MONEY with no receipt because LMS couldn't get service on their phone. I have to submit 2 complaints to LMS to get 2 receipts 48 hours later? I am a resident of the property where my guests vehicle was booted. Again, I am a RESIDENT. I tried explaining this to the *** dispatch officer and they hung up in my face. I was then charged an exorbitant amount of $160 and heckled by an unprofessional employee who arrived late (after being told that hed arrive no less than 45 mins).Customer response

Here is the invoice I paid. They took the money in cash and drove off before issuing me a receipt, even though I requested one multiple times. Ive also included footage of the driver.

Thank you for providing that information. We see you registered your vehicle, through the information you provided, on April 28th at 11:00 am until 9:00 pm. Unfortunately your vehicle was wheel locked on April 27th due to your vehicle not being registered to park within this parking lot at that time. All vehicles must be registered to park at all times while parked within this parking deck by scanning the ** code found on the Parking Boss signs throughout the parking area. For a receipt please contact your local LMS Parking office for a copy to be reprinted.

I am rejecting this response because:
1. I clarified that I was a resident when I spoke to LMS dispatch. The dispatcher was extremely rude and hung up twice.2. The receipt should have been given upon request, the same day the transaction was finalized. I should not have to contact LMS for a receipt of my cash payment.
3. The employee that came out was late. I was given an exact time frame of 45 minutes or less. The employee did not arrive in 45 minutes or less.
4. North Carolina House Bill 871 outlines that fees should never exceed $100 for parking infractions. This business is extremely predatory and charge well over the $100 legal limit. I have a photo of their unethical practices and prices.

Parked and registered my F150 truck in the visitor parking lot at ****************** 5 empty parking spaces on either side of my vehicle. LMS parking booted me due to my tires being on the white line of my parking space. I was told that it wasnt LMS responsibility to clearly post violations such as day limit, and tires touching a white line. Had a policeman meet me onsite with LMS parking attendant. The officer agreed no way my standard truck could physically fit completely inside the lines also agreed there was no signage for me to know I was in violation prior to my parking the vehicle. Fraudulent practices and collection of fees. According to LMS even though you would have no prior knowledge that you are in violation as a visitor, the only way to avoid a boot is to contact LMS before parking to inform them you have a large vehicle and tires are touching the white line. Before the officer departed we had to get verbal confirmation from the attendant he wouldnt boot me again. The parking spaces are not consistent in size. My vehicle is not oversized. LMS is collecting payment in exchange for complete parking violation instructions that should be posted clearly on lot signage. The only way to discover these unposted rules are to experience a boot and pay the fine. THIS COMPLETE SCAM.Business response

LMS Parking manages and enforces parking regulations put in place by the private property's owner or management team. Parking space boundary lines are not suggestions. Vehicles do need to park within one parking space, that is a universal regulation not specific to LMS Parking Management.

I am rejecting this response because:
There is no signage communicating that tires touching a white line is a parking violation with fines ranging from $100-200 depending on what LMS deems appropriate. This is not a standard parking procedure and is a noncommunicated/nonposted rule violation. The only way a consumer would be aware of this rule is if they violate it. This system strips the power to choose to violate the unwritten rule away from the public.This is absolutely a predatory system.Initial Complaint

On Feb 3, 2024 a boot was placed on my car. The worker ******* said my parking pass needed to be updated and the cost would be $200 cash or $220 card to remove the boot. I showed him the email saying the parking passes needed to be updated in the system by Feb 23, 2024. He then decided to reduce the price to $100 cash or $120 card since it wasnt my fault. Said he couldnt take the boot off for free but would provide a receipt so I could request a refund. Many of the cars at my apartment complex got boots that day. I am now afraid to park on the property at all because I dont have extra money to keep giving the company, I park else where and walk a long distance to my apartment which is not safe.Business response

On 2/7/24 I parked in the designated visitors spot and registered my vehicle. I received confirmation from LMS via email. The next morning on 2/8, there was a wheel lock on my vehicle. When I contacted the number listed to inquire, I was rudely informed that there’s a 7 day limit. However if that’s the case, WHY WOULD THEIR SYSTEM send me confirmation that I could park in this location if it wasn’t allowed? I was not aware of this rule but they clearly are. This is very much a flaw in their system and they should be held responsible. If this is their company parking rule, then their system should not allow for a confirmation to be granted. Instead it should give a denial with the reason. HAD I WOULD HAVE KNOWN, I WOULD NOT HAVE PARKED MY VEHICLE. I would’ve parked it at my mothers house as I’ve done in the past since I have 2 vehicles. This is giving scam to beat hard working people out of their money. Anybody would clearly think their vehicle is fine since a confirmation was received. A confirmation email giving approval is just that… approval to park and that should be honored. I am highly upset about this whole ordeal and had to take unpaid time off work.Business response

LMS Parking enforces the regulations put in place by the apartment community's management team in accordance with local ordinances. It is the vehicle owner's responsibility to adhere to the community's posted parking rules. All registration forms list out these rules, which must be agreed to before submitting. Any vehicle found to be parked in violation of the community's parking rules is subject to being wheel locked or towed.

I recently got my car booted, my friend recently moved in the apartments and I tried calling multiple times to get the boot off but nobody answered. I emailed the company and still haven’t received a reply. It’s been 2 weeks and they towed my car. I was helping my friend move his stuff into his apartment and I left my car in an empty parking spot and I didn’t know that there were visitor parking spots available at the time. I decided to stay the night since it was getting too late. In the morning my car was booted and I tried removing it that same day and asking for forgiveness since I didn’t know. But nobody answered. I find it very unfair to have to pay to get my car back after being towed and paying all that money when they don’t even pick up the phone or answer their emails. All I want is to get my car back.Business response

On Monday, November 13th, I went to a friend's apartment to work on an assignment. The resident gave me a code to enter, and I entered all necessary information into the LMSparking website before leaving my vehicle in the lot. For those unaware, the "guest parking lot" has an online sign in. Shortly before midnight, I returned to my car to find it booted. I called the number, and someone came to unboot my car. After I explained and went through the exact information I had entered as well as the password given to me by the resident, the employee stated that my car won't be unbooted until I paid, and that I had to take their word that my car was not in the system as they "had no way to know if I was trustworthy", but that I could contact the office to discuss further. When I called, I was given an email of someone I could talk to. I reached out and have waited over a month for a response even after multiple follow up calls. I have dealt with this company before and was extra careful with following their procedures. After this experience, I consider this company and their practices predatory against Boone and specifically the college students that make up most of the population that cannot fight back against them financially.Business response
