  customers with an "estimated cost of services" form which states in part "THIS ESTIMATE COVERS ONLY THE ARTICLES AND SERVICES LISTED. IT IS NOT A GUARANTEE THAT THE ACTUAL CHARGES WILL NOT EXCEED THE AMOUNT OF THE ESTIMATE UNLESS A GUARANTEE QUOTE IS GIVEN IN WRITING BY A SALES REPRESENTATIVE. COMMON CARRIERS ARE REQUIRED BY LAW TO COLLECT TRANSPORTATION AND OTHER INCIDENTAL
  CHARGES COMPUTED ON THE BASIS OF RATES SHOWN IN THEIR LAWFULLY PUBLISHED TARIFFS, REGARDLESS OF PRIOR RATE QUOTATIONS OR ESTIMATES MADE BY THE CARRIER OR ITS AGENTS and EXACT CHARGES FOR LOADING, TRANSPORTING, AND UNLOADING ARE BASED UPON THE WEIGHT OF THE GOODS TRANSPORTED, AND SUCH CHARGES MAY NOT BE DETERMINED PRIOR TO THE TIME THE GOODS ARE LOADED ON THE VAN AND
  WEIGHED; CHARGES FOR ADDITIONAL SERVICES WILL BE ADDED TO THE TRANSPORTATION CHARGES. The company's "BILL OF LADING" form states in part, "Unless the shipper expressly releases the
  shipment to a value of .60 per pound per article, the carrier's maximum liability for loss and damage shall be either the lump sum value declared by the shipper or an amount equal to $1.25 for each pound of weight in the shipment, whichever is greater".
  
  Customers may request a visual inspection of any goods to be shipped as well as a written
  estimate of shipping costs based on that inspection. Movers who provide such an estimate are then required by law to deliver a customer's household goods for no more than 10% above the
  written estimate.
