Complaint Against: United Check Recovery Bureau Inc. Date of Incident: April 15, 2025 Contact Person: John R*** Phone Number: ###-###-#### ? Nature of Complaint: On April 15, 2025, I contacted United Check Recovery Bureau Inc. after learning that the company had reached out to multiple third parties I am associated with regarding an alleged debt. I spoke with a representative named John R*** at the number listed above. During this call, I requested that they send me a written validation notice of the debt as required by federal law. However, the representative refused to mail the notice unless I verbally confirmed my current address. I made it clear that they should simply send it to whatever address they already had on file, but he still refused to proceed. Under the Fair Debt Collection Practices Act (FDCPA), consumers are entitled to receive a written validation notice within 5 days of first communication, and this is not contingent upon confirming personal information. Furthermore, contacting third parties about a debt is heavily restricted under 15 U.S.C. § 1692c(b) and should not have happened in the first place, especially now that I have initiated direct contact. ? Desired Resolution: • I am requesting that United Check Recovery Bureau Inc. immediately mail the required debt validation notice to the address already in their records. • I am also requesting that they cease any further contact with third parties, as I have already established communication with their company.Business Response

We need to verify all communication with consumers. The consumer refused. We did send a model validation notice. The account has been placed in a cease and desist status because of the cfpb and bbb complaint received. There will be no communication initiated by UCRB on this account going further.Initial Complaint

I have received relentless calls from UCRB, have been in contact with them and confirmed who I was, yet they still call my family members “looking for me”. They can deny all they want, but they need to stop harassing my family when they have my contact. Very unprofessional and rude company just trying to make a buck.Business Response

I have received numerous calls/voicemails from a “Scott T*******”. The calls are 2 and 3 times in a row. The number he calls from is a 256 area code then the number in the voicemail is a toll free, but also has left a 316 area code number. Then he immediately calls people I have no relation to anymore saying he is “looking for me”. An ex husband and his family members. REMOVE MY PHONE NUMBER AND ALL OF THEIR NUMBERS and do not call anymore.Business Response

Call from TX number, lie #1, they're from NY. They answered with UCRB. When I asked, the "lady" said UCRB so I said that told me nothing. She said the letters didn't stand for anything, that was the name of the company-Just meaningless letters. Lie #2. She said my number wasn't in the system but I could give her my personal information and she could look it up. Classic scammer. I asked what the company business was and the name and she said she told me so I said she was just talking in circles, so she said good day. My number is on the Federal Trade Commission do not call list. I'll report it but he scammers will switch numbers I'm sure. I did look it up and it claims check recovery. My checkbook is in a safe I think. It's been literally years since I've used a check. Scammer or violating federal regulations, they should be jailed.Business Response

We call using regional numbers that we own. Its not a lie. UCRB stands for United Check recovery Bureau Inc. You phone number did not populate in our search. Due to State and Federal laws we are not able to disclose information unless we confirm that we are speaking to the appropriate person.
I will make sure that you are not called by us again. We are not "scammers"or bound by a DNC list as we are not telemarketers.

Better Business Bureau: I have reviewed the response made by the business in reference to complaint ID ********, and find that this resolution is satisfactory to me. Although a New York office and someone with a New York accent calling with a 903 number is pure deceit, whether legal or not. Employees refusing to disclose the business name is no less shady. Scammers, crooks, choose your name, just don't call me again with the lies. Regards, *** ******Initial Complaint

Whether United Check Recovery Bureau, Inc. (UCRB) violated the Telephone Consumer Protection Act (TCPA), the Fair Debt Collection Practices Act (FDCPA), and New York debt collection laws by repeatedly contacting third parties despite explicit instructions not to do so and by ignoring the plaintiff’s stated preferred methods of communication.Business Response

This company repeatedly will contact family members and leaving voicemails that they are looking for the whereabouts of a person. They will then call employers and harass you on your phone. Scott Thompson (if that's even his real name) then contacts other family members and gives out information regarding collecting a debt from a company and the amount. This definitely goes against disclosure laws and I'm sure their phone records would show this. Cease and desist my account from this "company"Business Response

We spoke to your spouse who verified all pertinent information on the account. We did not disclose any personal information to a third party.Prior to speaking to your spouse we did not have a confirmed number for you. Today 9/24/2024, my sister received a voicemail from +1 (**** ******** looking to confirm my whereabouts. There was no explanation as to who they were or why they were calling. I then called the number from a blocked number and they stated they were from UCRB. I asked what that was as I had never heard of it. He states something about how they handle checking but that’s not the only thing. I wouldn’t give him my number because I have no idea if this is a scam call. If it’s a legitimate debt collector then why contact my FAMILY to find me?! Seems very predatory and a violation of my own rights. How would they even get her number when I’m not hard to find.Business Response

This is most certainly not a scam. We were trying to reach you in regard to your **** *** account. We sent you a Model Validation notice stating who we are and why we are contacting you on 09-20-2024 at 11:55am EST to *********************** That email was opened at 11:57am EST that same day.
As per the FDCPA because we do not have a confirmed number for you, we are permitted to contact third parties and relatives for location and contract information. We do not disclose the name of the business unless asked when speaking to a third party.
We would like the opportunity to assist you in resolving this matter but if you would prefer no further contact we will oblige that request.

Better Business Bureau:
I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below. What was stated in the response is false and goes against FDCPA guidelines. Any correspondence to me was not read; as I was putting my 6 month old down for his nap at the time in question and joining a work call at 12pm EST every day. If they had my email address already there was never a need to call a family member. My contact information is not hidden, my number hasn’t changed in over ten years. As indicated in the screenshot, I haven’t been checking any emails because I have a baby.

UCRB and a guy called Scotty left two consecutive voicemails looking for two different people. Both of them were looking for the location and additional information of people I have no idea who they are. I found the way the messages were left suspicious and irresponsible. Please, UCRB, if you are looking for people on a list, please do not contact me.Business Response

I am receiving harassing emails from UNITED CHECK RECOVERY BUREAU, regarding a “check and go” transaction that was sent to collections. 3 since June on the dates 6/4, 6/21, 7/12. I have NEVER used a check cashing service and I believe someone used my email address accidentally or fraudulently so they would not be bothered. I also do not live anywhere near where said original business is located. I seek for my email to be removed from whatever account is associated to this business. These are unsolicited emails that do not involve me at all. last name: Avila Reference number: U104779 Message I keep on receiving: Our client ******** has placed your ***** * ** account with our office. We are willing to work with you to create a payment plan or a settlement. Currently you owe $5,224.68. Our client is willing to reduce your balance to $2,612.34. You can even pay the settlement in 2 parts of $1,306.17. If you do not have funds available today you can secure your settlement today by setting up the payment(s) for a later date.Business Response

This consumer has not called into our office nor responded to any of the emails that we have sent to advise us that he believes this account to not be his. We sent a Model Validation Notice (which is required by state and federal law) and got no response. We also sent offers to reduce the balance owed by 50%. I no way were these meant to be harassing. As per this persons request I have removed the email address from the account and closed the debt back to our client.
