      To Whom it May ******** My name is ************************* and Im filing a complaint against **** ****** on behalf of my parents ***** and *****************************. My parents were granted a donation from an organization that helps disabled veterans remodel and make their homes them handicap accessible. Mr. ****** took the job in August 2022 and received a $10,000 payment directly from the organization. Hes been self-contradictory, uncommunicative, deceitful, and altogether unprofessional since the start of the project. My mom reached out to Mr. ****** on multiple occasions to coordinate getting the work done and explain the urgency of the situation. They agreed on a list of work to be completed in September of 2022, and the rest to be completed after the new year (2023) The list to be completed in September wasnt finished by their agreed upon date and after several months of no shows or late arrivals, with little to no progress made she informed Mr. ****** that she would need to find someone else for the job. He then agreed to give her a refund(minus some labor) on which hes never followed through. After several month passed with no return or partial return of funds, she sent a certified letter requesting the refund or shed file a complaint after 30 days. In a significantly less than professional response, Mr. ****** stated, among other things, he would be keeping all the money and threatened to put on lien on my parents home for the remainder of the funds from the charity, all despite not completing the job and already agreeing to a refund. I filed a complaint with the Attorney General for Washington. They pushed forward with my complaint but as a neutral third party, are unable to help further mediate. In his response, Mr. ****** again agreed to provide a refund but failed to mention a time frame or the amount. Please let me know if you have any questions or need more information.       First, I dont know who **** is, and second, **** hire us to do the following, for the amount of 20k

      they give us a deposit of 10k they pay the rest when all was completed, we start working and we did the following:

      1 we paint and finish all baseboard

      2 we repair walls and paint 

      3 we finish installing all the cabinets the previous contractor dint finish, cus apparently the other contractor walk away and did not finish.

      3 we install lights, in the bathroom, install toilet, and repair floor to install kitchen cabinets.

      We put all the things try to fix all the things from the previous contractor. 
      At this point, they should be complaining to the other contractor that left way to much work.

      we try to help **** as much we can, **** and I agree to finish just the sink and the rest after the 2023 , in December *** send the letter to file a claim, and our agreement was to call us back on the beginning of 2023, she never did.

      We dont hold contracts for over 90 days if they dont call that goes to bridge of contract.

      We are not bad company, we try to help as much we can,

      we even got a person walking on my property with out notifications, and come down to find out that was **** brother, on a private property.

      we have security cameras all over the house .

      we are willing to look at number and refund whats right, but keep in mind at this point we are not refunding anything .

      i will let them know what the company decide.

      To Whom it may ******************** name is ************************* and I filed a complaint against HPR Roofing and Siding on behalf of my parents ***** and ************************* regarding a job that Mr. ****** took for them after they were approved for a $20,000 donation from the ****** Foundation. A foundation that helps disabled veterans remodel their homes to make them handicapped accessible. Mr. ****** receivedmy  a partial payment upfront from the foundation for $10,000. He informed my mom on August 22nd that he was putting her on the schedule to start on the 25th. After several days of no shows, he restated the start date would be September 12th. However, no one came and didnt until sometime between September 26th and September 29th. 

      The job was set to take place in two phases,
      1. The sink, dishwasher, and toilets installed (to be completed by the end of September 2022)

      2. The remainder, including cabinetry, after the start of the new year (2023). 

      After several more weeks of only a few days worked, my mom informed Mr. ****** that she would need to hire someone else. Mr. ****** stated that he would deduct the labor from the $10,000 and she could hire someone else. After some back and forth, on October 14th,  Mr. ****** explained that he would send his crew over to do the sink. 

      On the 16th of October my parents were evacuated from their home and my mom informed his crew member that she would let them know when they returned home. On the 23rd, she returned home and on November 1st someone came to do the sink installation. She asked Mr. ****** to come inspect it because it hadnt been installed correctly. She has since had a plumber inspect it and informed her that it wasnt done correctly. 

      On December 16th, 2022, my mom sent Mr. ****** a certified letter requesting reimbursement minus the work that had been completed. Upon receiving the letter he called her and left her a voicemail, among other things, stating he would be keeping the money and threatened to put a lien on her home for the remainder of the $20,000. 


      Ive since reviewed her documentation and noticed that her math was incorrect and the requested reimbursement amount should have been $6,720 for the jobs that have been completed (per the average cost in the area) rather than the initial $7,280. However, Ive also since found an invoice in which Mr. ****** charged an hourly rate of $175 per hour. 

      Based on the schedule that was adhered to, the crew did a total of 17 hours of labor between September 26th and November 1st bringing his total for labor to $2,975, meaning the reimbursement check should total $7,025. 

      Sept 26th 11am-1 pm (2 hours)
      Sept 28th 11am-3pm (4 hours)
      Oct.12th 10am-4pm (6 hours)
      November 1st **** (5 hours) 

      17hours x 175 pr hr. = 2,975

      Mr. ****** took the job and payment but later informed my mom his crew wasnt qualified to do cabinetry which is deemed fraudulent behavior. 
      His crew failed to complete the job by the agreed upon date, thereby breaching the contract. He was uncommunicative numerous days throughout the entire process and was unprofessional in response to my moms requests. Furthermore, hes been dishonest and self contradictory, including failing to follow through on his reimbursement agreement. 



      Ive attached all correspondence between my mom and Mr. ****** via email and text message. Ive also attached pictures of the state of their home after the job was supposedly completed. There was some correspondence between my mom and one of Mr. ******* crew which I dont have but can get access to if its something pertaining to the case. Additionally, Im happy to provide any further information required.

      Hpr will have our attorney to look into this, but at this point, HPR will not refund any money from the deposit.

      we charge $375 per hour per man hours, + taxes for the *******************.

      I am rejecting this response because:
      The invoice that was provided to my mom states that the hourly rate is $175 per hour. Furthermore, Mr. ****** explicitly told my mom in a direct text message that he would keep the money for labor and she could hire someone else to do the rest. Mr. ****** also responded to my complaint to the ************************ for **************** that he would reimburse some of, but not all the money. There has never been any discrepancies regarding whether or not Mr. ****** is *********** any money. However, he took a $10,000 deposit then only completed around $3,000 of the work, per his provided estimate. Im not sure how to attach his response to the ************************ but am happy to send it to an email if thats necessary. Additionally, the correspondence between Mr. ****** and my mom has been attached both to my original complaint and to this response as well.

      hpr roofing and siding llc,

      have decide to not refund any money for the following reason, ************************* is trying to choose our hourly rate, with made us thinking that she likes to lie about this all situation.

       

      hpr roofing and siding llc, has license, bond and insurance, also have truck insurance, workers comp, all of this expenses are not free, everything cost money.

      HPR labor fee is $375 per hour per man, plus expenses of diesel and dump fees.
