    Coulee Region Fencing installed 2 permanent fences in ************** under the ***** managed by the **** in 2016. These fences have strict contracts and a life expectancy of 15+ years. Materials used by the installer must also show the same longevity. Tension wire materials used for this project should be galvanized and not rust. Tension wires installed by Coulee Region Fencing began rusting within a few years of install. The owner is aware of this issue and said that he would replace them. He has now ghosted the ****, County, and fence owners. Fence owners, County, and **** are now in the process of getting bids to replace all tension wires at an estimated cost of over $15,000. Multiple calls and emails to owner ***** ******* have not been returned.

    I am the District Supervisor with **** who oversees this contract and the fullfillment from Coulee Region Fencing.  The **** is contracted by Jackson County to oversee this project, its completion, and annual inspections of the fence.  When we found faulty materials used on this project (which were not immediately apparent upon final inspection after installation) several years later, we reached out to ***** ******* to replace those materials.  ***** indicated that he would replace those materials and has since ghosted our agency, **************, and the fence owners.  Because these fences are under contract for 15 years with the County, **** is responsible for annually inspecting these fences to ensure the landowner is maintaining them as agreed to in the contract and that materials are holding up as agreed to by the fence installer (Coulee Region Fencing).

    I will have to upload additional documents which ***** ******* signed verifying his materials met the required specifications listed in the contract.  I will upload those documents on Monday.

    The attachments include 2 signed statements from Coulee Region Fencing specifying that his materials meet or exceed the requirements (ultimately this is equivalent to a warranty) for both fences; several emails from Mr. ******* stating that he will repair the fences in August 2024, 2 signed bid packages stating again that his materials will meet or exceed fence requirements; and the specifications that were sent to him regarding materials upon contract award.

    I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

    USDA acknowledges that Coulee Region Fencing has sent an email of their intention to repair the fences, pending actual repair.  However, **** does not accept that this resolves the issue.  Once Coulee Region Fencing repairs both fences, we will then acknowledge satisfaction of this complaint.

    Hello all.  The email was not intended as  a satisfaction to resolve the issue.  I have been in contact with ******* ******.  He is my contact with the USDA.  We will be replacing the brace wires and tighteners at the locations. As we are all aware the weather has been brutal.  We will definitely get the defective wire from the manufacture replaced.  It is unfortunate  that the manufacture is not standing behind their product and Coulee Region Fencing is now responsible for their bad product.     I reject this response because Coulee Region Fencing has not responded to our request to set up a meeting on site and to begin repairs of the fences.  Attached is our email correspondence with ***** ******* from Coulee Region Fencing.  We have reached out multiple times (January 27 and February 3 in attachment) through email without any response.
