    Attorney General Raoul Announces Opioid Settlements with Teva, Allergan, CVS and Walgreens

    The following describes a government action that has been resolved by either a settlement of a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.


    On 6/9/2023, Illinois Attorney General Kwame Raoul announced a bipartisan set of settlements worth $17.3 billion as a result of agreements with drug makers Teva and Allergan, and pharmacies CVS and Walgreens. On 12/12/2022, Attorney General Raoul announced that his office has reached a settlement with Walgreens and CVS to resolve allegations that the companies contributed to the opioid addiction crisis by failing to appropriately oversee the dispending of opioids at stores. The settlement should not be considered as an admission of guilt or finding of violation of the law. According to the press release, "Walgreens have agreed to an order that requires the pharmacies to monitor, report and share data about suspicious activity related to opioid prescriptions, which will help ensure a crisis like the opioid addiction epidemic does not happen again."     Walgreens Agrees to Pay $106.8M to Resolve Allegations It Billed the Government for Prescriptions Never Dispensed

    On September 13, 2024, The US Dept of Justice alleges that Walgreens Boots Alliance Inc. and Walgreen Co. (together, Walgreens) have agreed to pay $106.8 million to resolve alleged violations of the False Claims Act and state statutes for billing government health care programs for prescriptions never dispensed.


    Under the settlement, Walgreens received credit under the department’s guidelines for taking disclosure, cooperation and remediation into account in False Claims Act cases. Among other actions, Walgreens implemented enhancements to its electronic pharmacy management system to prevent this from occurring in the future and self-reported certain conduct. Because Walgreens previously refunded $66,314,790 pertaining to the settled claims, Walgreens will receive a credit for this amount.
