I initially paid for a one time payment of $24.99 to receive a vehicle history report from them, I tried to cancel the subscription a couple weeks later but they had no representatives available. I got charged again and had to file a fraud claim through my bank and get a new card. Its been 7 months of being charged $24.99 and I just now finally got the account canceled but they will not issue me a refund for the extra 6 months that I have paid.Business Response

When I went to buy my car in December I decided to run the vin to make sure the car was as described. I avoided using CarMax because I didnt want to pay the expensive vin processing fees. I found bumper.com as a solution. Or so I thought. it ran the vin but barely even provided me with sufficient information on my car. Few days/ weeks go by and I requested my account be canceled after I saw charges continue when I no longer needed the service. After I canceled around feb 10 I saw multiple charges even after cancellation. I emailed bumper and they confirmed everything was cancelled, and I told them sternly to stop charging. They said they would but continue to charge my account after saying everything was corrected. This is deception and fraud. I have multiple screen shots worth of evidence providing the charges and the emails. I want my money returned NOW.Business Response

However, upon further investigation we've also located another account under your full name and phone number but with a different email address.
This account was created on 12/28/24 with our $1.00 7-day trial. Since we did not receive a cancellation request under this email address, the account continued to renew to the monthly subscription as outlined in the sign up page.
Nevertheless, please be assured that the account was canceled and you were issued a refund of $49.98. The refund was processed immediately on our end, however, please note that it may take up to 10 days for the refund to reflect on your bank statement depending on your financial institution.
We are unable to refund any earlier transactions from previous billing periods.

I am writing to formally dispute unauthorized charges made to my account by Bumper, LLC (**********). In May of 2023 I signed up for a $1 trial of their service, with the understanding that I would not be charged further after canceling within the trial period. After trying to access my account various times to cancel the $1 a month I could not. This evening after going through my bank transactions, I noticed a charge of $22.83 from **********. After doing some digging I noticed that they had changed the price of the $1 "subscription to $22.83 for the same services. That is over a *****% increase. Better Business Bureau,I have been getting billed repeatedly based on a service that I haven't used once since paying for what I then believed was a one time fee. Ever since then I have been charged $22.99 a month, including another charge yesterday (4/12/25). I had no intention of ever using their services after that first time, and even then I barely spent 30 minutes seeing what they had to offer. I signed up for the 7-day trial for $1 in September 2023, and the website automatically enrolled me in the paid subscription without notifying me or sending me an invoice. They billed me $24.37 per month for 15 months (they appear not to have billed me in Feb 2024) without sending me any invoices, updates, advertisements, or otherwise giving me any indication that I was being billed monthly, even though I did not use the service or access their website during this time. I only became aware of the issue because I closed the bank account which they were billing, and they sent me an email asking me to update my payment information. I cancelled the subscription on 3/28/25. The company is clearly aware of this issue, given the number of people who have complained to the BBB and on other review sites. They have responded to these complaints and issued refunds. I emailed them and asked for a full refund, but they only refunded one month's worth, and they sent it to the bank account I had closed, so I have not yet received it. Therefore, I'm asking for all 15 months' worth, or $365.55.Business Response

I have reviewed the response made by the business in reference to complaint ID# ********, and have determined that my complaint has NOT been resolved because:I made it clear to the business that I did not intentionally pay for a year's worth of monthly subscription. My statement is supported by the fact that I did not use the service even once during the year-long period that I was being billed for the subscription. Many other people have had the same issue with them, so they are aware of the problem with their business model and have not taken any steps to prevent the same thing from happening to future customers. This leads me to believe that they are a scam operation and not a legitimate business. The business has not refunded me for any additional months, and they still have not contacted me for my new bank details so they can send the original (insufficient) refund to the correct bank account.

Back in June of 2024 I signed up for a trial of this company service. I believe their trial was for $1 a month or maybe $5 a month for the first month and then $22.99 a month after that. I signed up for the trial to look up information on a car I was looking to purchase, I got the information I needed and I requested a cancellation of my subscription on that same day. I knew I would never use this service again especially not every single month and I remember going through the cancellation process on their website. I never checked for a confirmation email or anything of that sort because I've never needed to once I've canceled any sort of subscription. I recently realized that they are still been charging my account $22.99 every month since then. So 9 months worth of charges when I requested a cancellation back in June and have not used the service since and didn't even log into the website again until I noticed these charges. I have contacted the company and they said because I didn't have a confirmation email of the cancellation that they cannot refund me. I've tried explaining this whole situation to them and there must have been some sort of system glitch that caused my cancellation to not go through. They repeatedly told me my satisfaction was their top priority however after multiple emails with them they are still refusing to refund me. After a few emails they did offer to refund 2 months worth of charges however they still refuse the other 7 months. I should still be owed roughly another $160 which should be nothing to this company yet they insist on their refusal. I do understand I should have been watching my account more closely and I suppose I should have watched for a verification but I didn't think it would be necessary. Recently I noticed a company Bumper LLC was withdrawing money through ****** from my bank account. I have never signed up for Bumper LLC but they have a significant amount of my information like email bank account number and debit cards through ******. I have never authorized the payments or created an account with this company. The company had been debited payments for a year 13 in total around $300 in all. I have contacted the bank which has mooted ability to credit all my payments as well as ****** who has not credited the payments or provided a solution to the identity theft. Bumper LLc has not come to a solution either only crediting back $1. I would like all my money to be credited to my account for being a victim of identity theft.Business Response
