Bill amounts are a combination of electric, water, sewer, stormwater and sanitation service. Amounts vary based on consumption which depends on water usage (how many people are in the residence using water), and outside temperatures which impact heating and cooling. Extremely hot or cold outside temperatures lead to AC/heat running more to satisfy the indoor temperature setting on the thermostat.  Amounts owed may also include past due balances.

In reviewing the account, water and sewer usage has averaged 45% of the bill for the past few months. Monthly bills since move-in in August 2024 average $296.24. Wed recommend checking for a water leak, though continuous water consumption has not been reported. We also recommend reviewing the energy and water conservation tips on our website at ******************************************************* and contacting customer service to schedule a one-on-one utility education session.

To support customers during hardships, we offer payment arrangements and refer to local organizations for agency assistance. The customer service team has communicated with Ms. ***** for the past few months regarding available assistance.

I am rejecting this response because:
I am rejecting on the response for the following reasons; this house uses gas to heat the water and to have central heat. I haven't been able to afford central heat so there for it has been cut off for several months. Living in the household is my girlfriend and myself only. She is disabled and can not work. I just found employment around the time the power bill suddenly began being extremely high. My grandmother owns and resided in this home for many years with her sister and never has any powerbill even came close to what I'm being charged monthly and she had the gas turned on and used 24/7. I do not understand how this is to be at my fault when I'm at work from 1pm- 10 pm 5 days a week. I do not own a washing machine or dryer. I don't use my gas water heater nor the central air in several months. I have a refrigerator, 1 television and 2 small space heaters. The amount being shown is out of my ability to pay. Also yes I have had to get help from The Hopehouse with this amount issue, and I've had to arrange payment arrangements every month since this change began. I'm thankful for the arrangements but need to figure out what's causing this issue. It's winter, she and I have got to have power and I also have 3 dogs in my home that need the power as well. I really hope we all can come to a resolve that all can be comfortable with or at least find the issue to get it corrected. Thank you for your time.

Thank you for your response. Space heaters use a lot of electricity, especially if being used as a replacement for central heat. However, the best way to determine the cause of the higher consumption would be to contact Rock Hill Accounts Management at ************ to request a one-on-one consultation. They can even coordinate with a neighborhood inspector to come on site and review usage, help check for water leaks in toilets, etc. to help determine why usage is higher compared to previous months.
